Position Overview The Director of Human Resources plays a critical leadership role at CMS, responsible for overseeing all aspects of human resources operations. This individual will supervise two HR team members and serve as the agency’s chief HR strategist, aligning people practices with the organization’s values and operational goals. The Director works closely with Finance on payroll, benefits, and compliance and serves as a trusted advisor to executive leadership and program directors as well as a resource for staff. Key Responsibilities 1. Strategic HR Leadership
- Serve as a member of the senior management team to align human resources strategies with agency-wide goals.
- Advise executive leadership on organizational planning, staffing needs, employee engagement, and workplace culture.
- Represent CMS in external HR forums, nonprofit collaboratives, and community initiatives.
- Recommend and implement improvements to policies, procedures, and systems to enhance effectiveness and compliance. 2. Supervision and Staff Development
- Supervise and mentor two human resources staff members.
- Provide guidance on employment law, best practices, and internal policies.
- Foster a collaborative, high-performance HR team culture.
- Set clear performance goals, provide ongoing coaching, and support professional growth. 3. HR Operations & Compliance
- Oversee the full employee lifecycle, including recruitment, onboarding, offboarding, and employee records management.
- Ensure compliance with federal, state, and local employment regulations.
- Manage the HRIS (ADP), ensuring timely and accurate timecard reviews and payroll processing.
- Lead performance management, disciplinary actions, investigations, and Performance Improvement Plans (PIPs).
- Prepare and submit required compliance reports (e.g., EEO-1, W-2s, ACA filings).
- Maintain accurate personnel records and ensure audit readiness.
- Provide policy guidance and employee relations support to directors and supervisors. 4. Benefits Administration
- Administer employee benefit programs, including medical, dental, vision, 401(k), FSA, disability, COBRA, and leaves of absence.
- Coordinate with benefit carriers and resolve issues with enrollments, claims, or billing.
- Manage annual open enrollment, including communication, presentation, and processing.
- Ensure all benefit plans comply with regulatory and plan requirements.
- Collaborate with Finance to manage payroll deductions for benefits and retirement plans. Qualifications
- Bachelor’s degree in Human Resources, Business Administration, or a related field required (Master’s degree or HR certification preferred).
- Minimum of 7 years of progressive HR experience, including 3+ years in a supervisory or leadership role.
- Strong working knowledge of employment law, benefits administration, and HRIS platforms (ADP experience preferred).
- Demonstrated experience managing sensitive personnel matters with professionalism.
- Exceptional communication, collaboration, and problem-solving skills.
- Nonprofit sector experience is a plus.
