This position is located in Human Resources, Richland County. Are you the One? We are looking for a Human Resources Manager I who, under limited supervision, serves on the HR Consulting team. Works in tandem with team members to plan and coordinate employee actions for the Department of Health and Human Services (Department). Ensures all Federal and State laws as well as the Division State Human Resources (DSHR) regulations are strictly applied for all positions. Reviews hiring transaction documents for proper authorization and compliance with Federal, State and Department policies and procedures. Completes criminal background checks and driving record checks for candidates for hire. Sends approval requests to DSHR as needed. Approves and processes personnel transactions and consults with HR consulting team members and/or direct supervisor on complex issues. Prepares and makes verbal offers to selected candidates. Reviews and processes personnel transaction documents to include separations, reclassifications, position description updates, and position relocations. Approves and processes personnel transactions and consults with HR consulting team members and/or direct supervisor on complex issues. Drafts and sends memos, letters and other correspondence to employees, supervisors and DSHR. Interprets and communicates internal policies and procedures and State Human Resources regulations related to human resource management. Serves as lead administrator for the tracking, accurate completion, and proper filing of HR approved Position Descriptions for State employees. Utilizes Position Description tracking sheet to monitor and update progress on signed Position Description actions. Conducts follow up on past due position descriptions and escalate to Human Resources Director as necessary. Interprets, documents and communicates internal policies and procedures and State Human Resources regulations related to human resource management. Research issues, recommends policy alternatives and proposes strategies to improve the effectiveness of human resources management in the Department. Stays abreast of changes in state and federal regulations and statutes and common law practices pertaining to Human Resources policies and procedures and ensures changes are communicated. Assists with developing and maintaining written standard operating procedures surrounding policies implemented, as needed. Engages in identifying and implementing process improvements. Ensures the consistent and credible interpretation and dissemination of HR policy and regulations with Legal Counsel, team members, the Assistant Human Resources Director and Human Resources Director. Other duties as assigned. Additional Requirements:

Sitting or standing for long periods of time. Overtime and/or weekend work with Deputy approval.

Lifting requirements:

20 lbs. Valid driver’s license. Preferred Qualifications Must exercise a high degree of judgment, discretion and maintain strict confidentiality standards. Must be willing to travel and use computer software. Must be willing to work flexible hours and lift minimal weight occasionally. Knowledge of principles and practices of human resources management; knowledge of the policies and procedures of the Department policies and procedures. Knowledge of federal laws and state regulations affecting human resources management. Ability to analyze needs and resources and to recommend and communicate solutions effectively. Ability to exercise judgment and discretion in applying and interpreting policies and procedures. Ability to establish and maintain effective working relationships; ability to exercise good judgment and discretion in applying and interpreting policies and procedures. Must have critical analysis and organizational skills and be proficient in Microsoft Word, Excel, Outlook. Good oral/written communication skills. Must maintain confidentiality at all times.
