Manager A – HR (Dir of Community Services) Shelby County Government – 3.6 Memphis, TN Job Details Full-time $4,872.33 – $6,495.50 a month 9 hours ago Qualifications Microsoft Excel Management 5 years Master’s degree Driver’s License Bachelor’s degree Human resources Organizational skills Senior level Communication skills Full Job Description Position Summary Works under the general direction of the Administrator for HR/IT/Facilities to provide comprehensive human resources guidance, support, and leadership for all departments and programs within the Division of Community Services. The Manager serves as the primary HR contact, supporting strategic planning, compliance, and personnel management across the Division.

Pay Grade:

55 Salary Commensurate with Experience and Education Minimum Qualifications 1. Five (5) years of progressively responsible experience in human resources administration; AND 2. Bachelor’s degree from an accredited college or university in public or business administration, management, criminal justice, human services, social work, or a closely related field; OR 3. An equivalent combination of related education and/or experience. 4. Master’s degree in a related field is preferred. 5.

PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.

Duties and Responsibilities 1. Serves as the Division of Community Services’ point of contact for all human resources functions, including hiring, onboarding, performance appraisals, disciplinary processes, and separation procedures. 2. Oversees compliance with local, state, and federal HR-related policies and regulations, including the Americans with Disabilities Act (ADA), Family and Medical Leave Act (FMLA), and On-the-Job Injury (OJI) procedures. 3. Provides consultation and technical assistance to Division leadership and staff on personnel matters, policy interpretation, conflict resolution, and employee relations. 4. Collaborates with department heads to assess staffing needs, workforce planning, and organizational design to ensure alignment with Division goals and budget parameters. 5. Assists the Division Director, Deputy Directors, and Administrators in forecasting personnel costs and preparing HR-related components of the annual budget. 6. Develops and coordinates training and development strategies to promote professional growth, compliance, and performance improvement throughout the Division. 7. Monitors and tracks HR metrics and trends across departments to support data-driven decision-making. 8. Maintains collaborative working relationships with Shelby County Human Resources, internal stakeholders, and external agencies to align Division HR practices with countywide initiatives. 9. Ensures consistent application and enforcement of personnel policies, procedures, and best practices. 10. Performs other related HR duties as assigned or directed. KSAs 1. In-depth knowledge of human resources principles, practices, and employment law. 2. Strong interpersonal and communication skills, both verbal and written. 3. Ability to develop and implement HR strategies and programs. 4. Ability to maintain confidentiality and handle sensitive personnel matters. 5. Knowledge of performance management systems and employee development. 6. Ability to analyze HR data, identify trends, and recommend solutions. 7. Proficient knowledge in Microsoft 365 applications, particularly Excel and Teams. 8. Ability to establish and maintains effective working relationships with diverse stakeholders. 9. Strong skilled in organization with the ability to manage multiple priorities. Special Requirements 1. Must possess a valid Tennessee Driver’s License or secure one by the date of employment. 2. Must have daily access to an operable automobile and meet County requirements for automobile insurance as of the date of employment. 3. Must be able to work evenings and weekends as required.
