The HR Manager, reporting to the HR Director serves as a strategic partner and hands-on leader responsible for overseeing plant human resources operations while assisting the HR Director in driving talent management initiatives across the business unit. This hybrid role blends core HR functions—such as employee relations, compliance, and policy implementation—with talent-focused strategies like recruiting, onboarding, performance development, and succession planning. The ideal candidate is a strong communicator, people-focused, and committed to building a culture of excellence. Arcosa Marine Products, a leading manufacturer of inland barges, manufactures dry cargo barges, including flat-deck and hopper barges, that are used to transport a variety of products including grain, coal, and aggregates. Arcosa Marine Products also manufactures tank barges that carry petroleum, fertilizer, ethanol, chemicals, and other liquid cargoes. It is the largest U.S. manufacturer of fiberglass hopper barge covers used primarily on grain barges. Additionally, Arcosa Marine Products provides a full line of deck hardware to the marine industry, including hatches, castings, and winches for towboats and dock facilities.

Human Resources Operations Manage day-to-day HR functions, including employee relations, HR policy administration, compliance, and benefits coordination. Serve as a trusted advisor to managers and employees on HR matters including performance, discipline, and conflict resolution. Ensure compliance with federal, state, and local employment laws and company policies. Maintain HRIS records and ensure accurate data for reporting and decision-making. Drive employee engagement strategies and support organizational culture initiatives. Talent Management & Acquisition Lead full-cycle recruitment efforts for hourly and salaried roles, ensuring timely hiring of top talent. Partner with department leaders to understand workforce needs and plan effective staffing strategies. Oversee onboarding and new hire orientation programs to ensure a seamless integration into the company. Identify skill gaps and support development plans, training programs, and performance management processes. Implement and maintain succession planning, high-potential development, and internal mobility strategies. Talent Management & Acquisition Lead full-cycle recruitment efforts for hourly and salaried roles, ensuring timely hiring of top talent. Partner with HR Director leaders to understand workforce needs and plan effective staffing strategies. Assist the HR Director in facilitating training leaders and employees on enterprise-wide initiatives. Implement and maintain succession planning, high-potential development, and internal mobility strategies.
What You Will Need:
Bachelor’s degree in Human Resources, Business Administration, or related field; Master’s preferred. 5+ years of progressive HR experience, including at least 2 years in a talent-focused or generalist leadership role. Strong understanding of employment law, compliance practices, and modern HR tools. Proven success in recruiting and retaining talent across various levels of the organization. Exceptional interpersonal, problem-solving, and communication skills. Ability to balance strategic planning with hands-on execution. Must have proficiency with Microsoft Office programs including Must have the desire to advance and constantly challenge oneself Must have strong organizational and time management skills. Must have the ability to maintain a professional demeanor. Must have effective written and verbal communication skills. Must have ability to maintain confidentiality.
