Programs Manager – Human Resources (LS) 2.0 2.0 out of 5 stars Montpelier, VT 05609 This opportunity is one of several full-service Programs Managers working within the Court Administrators Office to deliver comprehensive services to the court system of Vermont. The Programs Manager assigned to Human Resources develops and implements policy/programs such as recruiting, new hire orientation, and employee relations. This is a limited-service opportunity with a 6/30/28 end date. Responsibilities include identifying system needs and problems and developing potential solutions and strategies to address them; recommending and implementing action plans; recommending and monitoring systems to support operational processes and procedures; providing for education and training of employees and managers; program evaluation and analysis; employee communications; and work on new programs, systems, and / or projects in development as assigned. The Programs Manager must exercise independent judgment and evaluative thinking over confidential matters. Extensive interaction with Judiciary staff and managers. Desired Skills and Experience Ability to advocate, influence and educate others by leveraging expertise in the fields of Human Resources and organizational development. Proven experience with direct supervision of staff, personnel development and administration, systems and programs development. Significant and proven ability to communicate effectively, both orally and in writing and to establish and maintain effective working relationships at multiple levels of the organization and among diverse stakeholders. Considerable knowledge of administrative and business principles and practices with the ability to develop and implement administrative procedures and monitor and evaluate their effectiveness. Understanding and mastery of technology, systems, and database solutions. Self-motivated and ability to be innovative and sustain a high level of accomplishment without close review and supervision. Research and implement best practice standards for departments or larger entities. Accountable for the achievement of program outcomes. Other duties and responsibilities as assigned. This is a full-time, limited-service opening for the Court Administrator’s Office in Montpelier, Vermont. Starting salary will be $78,000 or higher depending upon experience. The position is a confidential exempt Judicial Branch position. The limited-service term will end 6/30/2028. Bachelor’s degree in public administration, business administration, psychology or related field.

Experience:

Four or more years of experience in a public, private or non-profit organization involved in administration, human resources, project management or related. Scheduled hours of work generally conform to public court hours, but assignments may extend beyond those hours. Travel, including the possibility of overnight travel, to other locations for meetings may be required. Travel will be reimbursed according to State policies. This position will be eligible for longevity increases in accordance with annual cost of living increases as enacted by the Vermont State Legislature.
