Recruiting and Compliance Manager Institute for Medical Research 508 Fulton St, Durham, NC 27705 Institute for Medical Research at the Durham VA Health Care System HR Recruiting and Compliance Manager The Human Resources Recruiting and Compliance Manager plays a critical role in total full life cycle recruiting, including managing Without Compensation (WOC) appointments and Interagency Personnel Agreements (IPAs), and ensuring compliance with all applicable federal, state, local and the Durham VA regulations related to recruiting, hiring, and employment for a Non-Profit Corporation (NPC). The role requires collaboration with researchers, administrators, and colleagues to foster a culture of ethical and compliant research within a complex, multi-faceted healthcare environment.
Location:
Candidates must reside in North Carolina and within commuting distance of Durham, NC, or be willing to relocate before their start date. This position is primarily in-office at the Institute for Medical Research and Durham VA Medical Center in Durham, North Carolina. May be eligible for limited remote work based on organizational needs. Employees must reside in North Carolina by the start and duration of employment.
Duties and Responsibilities:
Recruiting Collaborate with hiring managers to understand their staffing needs, develop job descriptions, and establish recruitment strategies. Provide candidates with all necessary paperwork and guidance to get them authorized to work within the VA, including WOCs and IPAs. Process and track all WOCs and IPAs throughout the hiring process, and once candidates become employees. Liaise and partner with those processing VA appointments. Build and maintain relationships with internal stakeholders, including hiring managers, to ensure alignment on staffing priorities and timelines. Stay informed about industry trends, best practices, and legal requirements related to recruitment and staffing. Source and attract candidates using a variety of methods such as job postings, social media, networking events, and referrals. Review resumes and applications to identify potential candidates that meet the position’s qualifications and requirements. Conduct initial phone screens and interviews to assess candidates’ skills, experience, and fit for the role. Coordinate and schedule interviews with candidates and hiring managers. Provide guidance and support to candidates throughout the recruitment process, including interview preparation and post-interview feedback. Training Assign, track, and manage all necessary training required by the Durham VA and IMR. Provide updates on new and changing requirements of training related to research activities and IMR employees. Ensure all IMR candidates and employees are properly certified and trained.
Required Skills and Experience:
Bachelor’s degree in a relevant field. Experience processing WOCs and IPAs. Experience in human resources, recruiting, resource compliance, regulatory affairs, or related field, ideally within a VA Medical Center. Strong understanding of VA research policies, procedures, and processes. Excellent communication skills, with the ability to effectively collaborate across departments and institutions. Strong analytical skills and attention to detail, with the ability to navigate complex regulatory environments.
Supervisory Controls:
The position is under the direct supervision of the HR Director of the Institute for Medical Research.
Salary Range:
$75,000 – $85,000
