  • Employment Services UnitOpening Date04/29/2025Closing Date5/11/2025 11:59 PM Eastern## ## PurposeThis position is responsible for providing grants management and professional support to the Coastal Workforce Development Board members, Local Elected Officials, Fiscal Agent and Representatives, State Administration, and other regional stakeholders.

Directs WorkSource Coastal staff and is responsible for assisting in the administrative, programmatic and fiscal oversight of Workforce Development Act grant funds allocated to the Coastal Region.## Essential Job Functions

  • Provides direct administrative support to the Coastal Workforce Development Board, Committees, and the Local Elected Officials Board in the region
  • Assists with overseeing the daily operations of Workforce Development Act programs and special projects to ensure alignment with federal, state, and local regulations
  • Lead, plan, and instruct technical assistance trainings with guidance to providers related to program design, data management systems, budget management, and reporting
  • Conduct research and compile results for public distribution to support the states long-range strategic planning efforts for workforce and/or economic development and enhance service delivery in the coastal region
  • Create RFPs, RFQs, grant applications, proposals, and responses to funding opportunities
  • Assists in managing contracts with service providers, including procurement, budgets, negotiations, implementation, performance monitoring, and renewal processes
  • Evaluate service delivery effectiveness and ensure provider activities align with strategic workforce goals
  • Assists with tracking performance metrics and outcomes for programs and ensures they meet or exceed established federal and state benchmarks
  • Assists with internal reviews to monitor contract performance, enrollment, expenditures, and data accuracy as directed
  • Respond to monitoring visits, audits, and corrective action plans using written communication as directed
  • Create accurate reports and compliance documents for timely review and submittal
  • Supports grant and audit readiness by ensuring all financial documentation and reporting meet funding, GAAP, and compliance standards
  • Advise and support program managers, coordinators, and frontline staff in service delivery, compliance, and performance tracking
  • Develop and monitor operational workflows and service delivery models to ensure efficiency and effectiveness
  • Coordinates communication and support across departments to foster teamwork and consistency in service implementation
  • Prepares and/or reviews reports for submission to ensure accurate reporting of administrative, programmatic, and fiscal information in compliance with regulations
  • Supervises, directs, and facilitates formal evaluations of WorkSource Coastal staff; handles employee concerns and problems; directs work; counsels and disciplines staff as directed
  • Provides regional workforce information and conducts presentations to Coastal Workforce Development Board members, Local Elected Officials, Fiscal Agent and Representatives, State Administration, and other regional stakeholdersas needed
  • Performs other related duties as assigned.

## Minimum QualificationsMasters degree in Workforce Leadership, Public Administration, or Business Administration with five years of gra ts/budget management, contract compliance, responsible professional leadership experience in personnel management, successful coordination/project management of public programs, or any equivalent combination of education and work experience.
