The City of Fayetteville is currently recruiting for a Police Recruitment and Training Liaison to perform a variety of highly complex, professional, technical and analytical work tasks that require critical thinking in the area of planning, coordinating and conducting multiple functions as they relate to recruiting, training and background investigations; participate in the coordination and organization of the Police Department’s Training & Professional Development unit by allowing multiple functions to work together and provide information, research and analysis, time-keeping accountability, personnel management and evaluations, academy training functions, career development for recruits and background investigative duties.

ESSENTIAL DUTIES & RESPONSIBILITIES

Maintain and serve as an Agency Administrator for the unit’s background investigative software. Develop, oversee, and enhance the recruitment website, produce videos, and manage various media platforms. Develop and maintain recruitment plans and strategies for sworn and non-sworn positions and review current strategies and programs being utilized for recruitment and retention. Provide guidance and advice to help recruiting, training and background investigation functions improve efficiency and enhance operations. Innovate leadership development, team development, and organizational communication techniques and practices. Conduct Basic Law Enforcement Training courses on an “as needed” basis. Support multiple stages of the recruitment and hiring process; provide guidance and advice to newly hired employees as an on-boarding liaison within the department and other city departments. Establish performance measures and accountability methods for Police Department new hires. Serve as a Subject Matter Expert in regard to “best practice” methods for recruitment and retention in Law Enforcement. Coordinate and manage incentive pay plans and contract negotiations.

MINIMUM QUALIFICATIONS

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

Two years of increasingly responsible experience in training, recruiting retention, or background investigations for law enforcement employees.

Training:

Equivalent to a Bachelor’s degree from an accredited college or university with major course work in criminal justice, organizational development, public administration, business administration, human resources management, communications, psychology, education, or a related field.

LICENSING & CERTIFICATIONS
Required:

Possession of an appropriate valid driver’s license and ability to maintain insurability.

Preferred:

Basic Law Enforcement Training certification, NC General Instructor certification.

SPECIAL REQUIREMENTS

This position is subject to pre-employment polygraph and/or CVSA testing. From the time of closing, the selection process is anticipated to last approximately 4 – 6 weeks. The process will consist of a panel interview with the selected candidate being subject to a pre-employment drug screen, background investigation and a driving history check and a polygraph/CVSA examination to be conducted by the Police Department.
