  • Identifies and assesses specific training needs by observing and reviewing agency programs and by discussing staff and program requirements with program managers.
  • Develops a training program to meet identified needs by determining course content, method of presentation and space and equipment requirements, and obtaining training materials and resources.
  • Prepares proposals for training programs utilizing funds provided for in State and employee negotiated agreements, and for Managerial/Confidential training.
  • Facilitates training courses by obtaining outside instructors or personally conducting courses and selecting audiovisual teaching aids.
  • Reviews outside instructors’ lesson plans to ensure consistency with course outlines and training objectives.
  • Prepares lesson plans for those courses conducted personally and/or by other instructors, ensuring content will meet training objectives.
  • Evaluates training courses with questionnaires, review of work reports, or supervisory evaluation.

Informs employees and program managers of available training and educational opportunities.

  • Prepares and disseminates training announcements and information concerning educational opportunities.
  • Provides specific information and course applications for those employees who may have a direct interest in a training course.
  • Selects employees for training courses and educational opportunities based on relevance of courses to employee’s work, agency priorities, budgetary restraints, and class size.

Assists program managers and supervisors in developing on-the-job training programs that will optimize performance.

  • Reviews on-the-job training programs with supervisors to optimize required learning opportunities for employees.
  • Recommends specialized training courses to correct problems or to familiarize staff with new programs, policies, or procedures.

Provides fiscal and administrative oversight for training-related contracts by assisting with contract development, including solicitation and administration of requests for proposals. Provides technical assistance in developing and updating training policies, and updates training manuals using appropriate resources and with assistance and review by supervisors. Maintains web-based learning management system within an agency to record compliance and analyze training needs.

  • Develop and deliver major segments of institution and community training programs to improve the knowledge and abilities of those caring for and treating individuals with mental illness or developmental disabilities in institutional and community settings.

The position delivers classroom training on required topics such as:

    PROMOTE, CPR/AED

    courses, First Aid Courses.

    • New Employee Orientation topics such as DSP Core Competencies, computer training and other trainings in the New Employee Orientation schedule.
    • Training for supervisors.
    • The incumbent will achieve Trainer certification in all levels of PROMOTE training, a priority training for direct support staff. Other Department duties and responsibilities may include:
    • Support N95 Fit Testing for new Employees
    • Support CPR Coordination
    • Support staff with Statewide Learning Management System
    • Maintaining staff’s compliance as required by federal, state, and local mandates and will assure that certification requirements are met.
    • The incumbent also performs activities directly related to the development, organization, implementation, and evaluation of facility training programs.

    This may include management and organization of classroom materials.

    To meet the priority initiative of minimizing over time each OPWDD training office may regularly plan, schedule, coordinate and instruct the standardized orientation program for new direct support assistant trainees.

    OPEN COMPETITIVE MINIMUM QUALIFICATIONS

    For appointment to the Training Specialist Trainee 1 or Training Specialist Trainee 1 (Mental Hygiene), NS (equivalent to SG-14):

    A bachelor’s or higher degree.

    For appointment to the Training Specialist Trainee 2, NS (equivalent to SG-16):

    A bachelor’s or higher degree and one year of professional experience developing and presenting training programs. For appointment to Training Specialist 1, SG-18:

    A bachelor’s or higher degree and two years of professional experience developing and presenting training programs. For appointment to the Training Specialist Trainee 2 (Mental Hygiene), NS (equivalent to SG-16):

    A bachelor’s or higher degree and one year of experience in developing and delivering classroom training involving the concepts and techniques of care for individuals with mental illness or developmental disabilities in a mental hygiene setting.

    For appointment to Training Specialist 1 (Mental Hygiene), SG-18:

    A bachelor’s or higher degree and two years of experience in developing and delivering classroom training involving the concepts and techniques of care for individuals with mental illness or developmental disabilities in a mental hygiene setting.

    Substitution:

    A Juris Doctor, master’s or higher degree in a related field can substitute for one year of specialized experience.

    COMPETITIVE MINIMUM QUALIFICATIONS

    Candidates must be reachable for appointment on the current Civil Service Eligible List, Public Administration Traineeship Transition (PATT) or the Professional Career Opportunities (PCO) Eligible List for this title.

    TRANSFER QUALIFICATIONS

    Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

    QUALIFICATIONS
    • Possess the minimum qualifications for this title as established by the Department of Civil Service and listed on the most recent exam announcement.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

    At a future date (within one year of permanent appointment), employees hired under

    NY HELPS

    are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.

    • The position may be filled at the Training Specialist Trainee 1 level equated to SG-14 ($53,764), Training Specialist Trainee 2 level equated to SG-16 ($59,994) or full performance Training Specialist 1 SG-18 ($66,951) based on education and experience.

    Candidates hired at the trainee level will be advanced to the full performance Training Specialist 1 SG-18 following successful completion of the traineeship.

    • If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
    • The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.
