To provide leadership and assistance in executing all Career Technical Education programs in Cullman County Schools. To ensure high quality career technical education programs and improved student achievement throughout the school system.

Minimum Qualifications:

Master’s degree from an accredited college or university. Valid Alabama certification in administration/supervision and teaching certificate. Minimum of eight (8) years successful teaching and three (3) years career technical administrative experience. Knowledge of Career Technical Education programs. Ability to meet the suitability criteria for employment and/or certification/licensure under the Alabama Child Protection Act of 1999 and Act No. 2002-457. Superior leadership, collaboration, interpersonal skills and ability to be an instructional leader across multiple settings and to work collaboratively as a team member with large and/or diverse groups. Demonstrated proficiency in oral and written communication skills. Ability to communicate clearly and concisely, both orally and in writing. Ability to lead, manage, and support strategic and operational goals of the system in the areas of responsibility. Physical mobility, dexterity, strength, and visual acuity to perform job responsibilities and visit schools and classrooms for the improvement of programs. Ability to identify and solve problems as a productive team member. Ability to use and facilitate the use of technology to communicate, to manage data, and to produce/submit required reports, correspondence, and/or financial information. Ability to be punctual and in regular attendance and willingness to work a flexible schedule. Such alternatives to the above qualifications as the Board may require.

Performance Responsibilities and Essential Functions:

Demonstrates support for the school system and its vision, goals, and priorities. Advocates, supports, promotes, and communicates all aspects of the Cullman County School System Career Technical Education programs, services, and initiatives. Oversees all career technical education programs. Continuously appraises and evaluates the total career technical program to achieve established goals of providing the opportunity for people to prepare for gainful employment. Maintains close working relationships with community and state agencies and area businesses, industries, and labor organizations, in order to provide training consistent with needs, and establishes lay advisory committees as needed. Monitors instruction in the assigned CTE classrooms/programs for compliance with the policies and guidelines. Assists in the assessment and evaluation of teachers and programs (e.g., Business Industry Certification, NCCER, NATEF, etc.). Plans and administers related budgets. Advises and assists in obtaining state and federal funds for career technical and technical education programs. Maintains current knowledge of all pertinent rules and regulations affecting career technical education and business industry certification for career technical programs. Serves as a consultant to the professional staff and administrators on matters pertaining to CTE programs, career awareness programs, career readiness standards, and on the interpretation of laws affecting career technical education. Assists in the recruitment, screening, and hiring of CTE personnel. Assumes responsibility for the collection, review, and submission of all forms and reports relative to career technical education to state agencies. Coordinates the gathering, selecting, and analysis of data with respect to jobs available to local high school graduates. Coordinates with post-secondary institution(s) to provide dual enrollment opportunities in the area of career technical education. Makes recommendations for long-term adjustments, changes, additions, and deletions in the career technical education program to meet changing job trends and needs. Provides support for all CTE teachers. Coordinates, with the appropriate personnel, all CTE work-based learning experiences. Collaborates with other Directors, Specialists, or leadership (Exceptional Education, Curriculum and Instruction, Assessment and Accountability, etc.) to provide appropriate career readiness, career awareness, and work experience opportunities for all students and to assist the school system in meeting state targets for career ready graduates. Works cooperatively and productively with the Superintendent and other administrative staff to ensure the system’s vision, goal, and strategies are implemented and providing all pertinent data to all appropriate personnel within the designated time frame. Works with local industry to provide internship opportunities for students in their respective programs. Serves as a liaison between the CTE programs and local workforce development agencies and representatives. Conducts research on current CTE issues and best teaching practices to create professional development programs and experiences for CTE teachers, school counselors, and administrators; leads professional development sessions at school sites. Serves as a resource to CTE teachers for locating and securing appropriate materials and equipment. Assists in the CTE textbook or instructional resources adoption/selection process. Serves as leader/facilitator for the school system CTE advisory committees. Coordinates the purchasing, installation, and maintenance procedures for all CTE equipment. Maintains a current inventory of all CTE equipment according to EDGAR rules and guidelines. Maintains membership in and participates in the affairs of professional societies devoted to the advancement of career technical education. Demonstrates initiative in identifying opportunities for improvement in areas of responsibility. Participates successfully in training programs, professional development, or other learning to increase skill and proficiency related to job performance and leadership. Serves on committees, representative bodies, task forces, and/or as delegate for the system as required. Prepares reports, presentations, publications, or rosters as assigned. Attends meetings, trainings, seminars, and workshops as required. Models and maintains high ethical standards. Demonstrates initiative in the performance of assigned responsibilities. Responds to inquiries, requests, constructive feedback, concerns, and/or complaints in a timely and positive manner. Maintains confidentiality regarding school/workplace matters in accordance with state and federal law. Demonstrates initiative in identifying potential problems and/or opportunities for improvement in areas of responsibility. Engages in professional growth and demonstrates professional ethics and effective leadership. Maintains and submits required reports, records, and correspondence in a timely and accurate manner. Properly uses and cares for equipment and material resources of the school system and effectively supervises and monitors others in the care, maintenance, and use of tools, equipment, and inventory. Uses effective collaboration skills to work as a productive team member. Reports potential problems, unusual events, or work irregularities to appropriate administrative or supervisory personnel. Adheres to school system rules, administrative procedures, local Board policies, and state, federal, and local laws. Reports absences and takes leave in accordance with Board policies and procedures. Performs any other job-related duties as assigned by Supervisor(s).
