Our Company ResCare Community Living Overview The Licensing Specialist is responsible for the recruiting ofFamily Foster Care Parents. The Licensing Specialist will developterritories, increase targeted populations, develop sales plans,and develop rapport with potential candidates, and help increaseawareness of the need for families. The Foster Parent Recruiter isalso responsible for taking new families through the SAFE and statelicensing process and an abbreviated annual renewal process oftheir foster care license. Responsibilities Coordinates and engages in recruitmentand awareness activities in order to recruit prospective fosterparents and build community awareness relations Develops and implements proactive, strategic recruitment plansdesigned to attract and certify qualified candidates, whilemaintaining a pipeline of both active and passive candidates forfuture training and certification Responds to foster parent inquiries by phone within 24hours Develops strategies to support efforts for general, targetedand child-specific recruitment and marketing Understands and follows all agency and state licensingrequirements and ensure foster parents’ compliance with regulationsat all times Works through and complete certification process with fosterparents, including the completion of necessary documentationrequired Completes parent interviews, background clearances, homeinspections to evaluate suitability, safety, and well-being ofyouth placed in the homes Maintains foster parent files in compliance with agency andstate regulations Assists in the placement process and successful matching ofyouth and foster parents based on the needs of referred youth andthe level of training, strengths, and expertise of the fosterfamily Maintains professional boundaries, conduct and confidentialityand other governmental laws and regulations, agency policy andlicensure ethics Attends all company required meetings, as well as communitymeeting to provide on-going collaboration with referral sources andcommunity providers Provides support to all members of the treatment team,including case manager, therapist, foster parents, and youth toensure needs are met and placement stability Ensures safety and well-being of all youth in care by observingfor signs of abuse and/or neglect Travels to affiliate locations to work with managers; frequenttravel associated with recruitment events required Participates in the developmental implementation of CorrectiveAction Plans for foster parents in conjunction with the programsupervisor Provides services that respect each family and youth’s culturalbackground, heritage, and identity Conducts Monthly Foster Parent record reviews; 25% eachmonth Conduct Monthly Foster Parent Meetings and monthly FosterParent trainings Qualifications Bachelor’s degree in Social Work, Psychology, ChildhoodEducation, Education Counseling and Psychology, or other HumanService, Behavioral Science field or Public Administrationfield Minimum of one year of work experience in a Child PlacingAgency, the Department of Family and Children Services, orNon-Profit Agency preferred One to two years of experience in Resource Development/ FosterParent Recruitment and Retention preferred One year of marketing, fundraising, and event coordinationpreferred One to five years’ experience in full cycle recruiting in afast paced, professional oriented environment; experience in sales,insurance or financial services recruitment preferred State Foster Parent Licensure Training preferred SAFE certified Home Study Writer Certification preferred(company will assign this training within first month of employmentas a Licensing Specialist) Strong recruiting mentality and a general understanding of arecruiting life-cycle from sourcing/lead generation to fillingpositions Demonstrated knowledge of vast recruiting strategies, includingsavvy social media platforms Strong attention to detail, highly organized, highly energetic,and positive Effective at cold calling, pursuing warm leads, andtransforming candidates into new colleagues Ability to remain customer focused and use independentjudgement in problem solving Strong interpersonal skills Strong project management, new business development andcustomer retention skills A documented track record of achieving targeted objectives Possess critical thinking skills, supported by intellectualcuriosity and sound business judgment Outstanding telephone presence and superior writtencommunication skills; team player and natural leader;competitive About our Line of Business ResCare Community Living, an affiliate of BrightSpring HealthServices, has five decades of experience in the disability servicesfield, providing support to individuals who need assistance withdaily living due to an intellectual, developmental, or cognitivedisability.
