Job Description

The Career Consultant provides a variety of educational, vocational, &personal counseling services (which may include outreach, intake,assessment, counseling, educational, vocational, & technicalinstruction) to JTEC adult participants relative to their futureemployability. Designs, plans, implements, facilitates, & teaches group& individual career skills workshops. Completes the client’sapplications, assesses client potential using established methods &develops a realistic training & employment plan. Monitors client’sprogress & activities. Works closely with community organizations,staff, & supervision personnel to ensure a smooth flow of services tothe client.

MAJOR DUTIES

Accurately records information about workhistory, work & training related issues/barriers, income & other dataneeded to determine eligibility & appropriateness for services. Assistsclients in developing a realistic career/employment plan by reviewingclient’s educational background, test results work experience &occupational interest through the assessment process. Continues todevelop & maintain clients’ career/employment plan & writes narrativereports to document client’s progress & counseling sessions throughoutenrollment & for specified periods after termination in order to enhance& achieve job retention. Plans, coordinates, facilitates, & providesindividual & group workshops to participants covering a variety ofpersonal, vocational, & educational related topics. Works closely withthe Staffing Executives/OJT Vendors & participates on a regular basis asa member of the Case Management Team to follow the progress of clientsseeking employment. Works with the client to develop & improve jobseeking & job retention skills. Responsible for managing a substantialclient caseload & ensuring positive program outcomes that are incompliance with WJOA performance standards, applicable laws,regulations, & policies. Responsible for ensuring that financial recordsare timely & accurate & maintaining financial records as related to theclient’s employment & training activities (i.e., contracts, financialaid, contract modifications, deobligation of funds, supportive services& distribution of client payroll). Coordinates assigned clientactivities with training site vendors & staff. Resolves conflicts &client performance issues to promote successful completion of trainingleading to employment. Networks & maintains effective communication withcommunity agencies & services responsible for supportive services,gathers information & make referrals, as necessary. Manages specialprojects & training programs as assigned to ensure their successfulimplementation & completion. Promotes JTEC programs through the use ofmedia & provides informational presentations to community agencies,services, & organizations in the public & private sectors. Performsassigned duties in a professional & businesslike manner & in accordancewith JTEC policies & procedures.

KNOWLEDGE SKILLS & ABILITIES

Workingknowledge of individual & group counseling, interviewing, screening &assessment techniques. Working knowledge of social, environmental,economic, & cultural factors affecting disadvantaged persons, Knowledgeof area labor market needs, vocational training vendors, communityresources & requirements for various employment opportunities. Knowledgeof ethical standards for counselors. Knowledge of educational learningconcepts & motivation techniques. Ability to administer vocationalassessments & interpret results.

SUGGESTED TRAINING

& EXPERIENCEBachelor’s Degree required. Three years direct related experience incounseling, i.e., guidance counselor, drug or rehabilitation counselor,or employment counselor required. Any combination of education ortraining which demonstrates possession of the required knowledge,skills, & abilities. Related teaching experience desired. Validdriver’s license.
