The mission of the SC Commission for the Blind (SCCB), established in 1966, is to provide quality individualized vocational rehabilitation services, independent living services, and prevention-of-blindness services to South Carolinians who are blind or visually impaired leading to competitive employment and social and economic independence. Our goal is to become a national model vocational rehabilitation agency for people who are blind and visually impaired, demonstrating quality services, accountability, innovation, effectiveness and efficiency. Within the SCCB the Employment Services helps connect South Carolina businesses with qualified individuals who are blind or low vision. We provide the following types of services for businesses; qualified job ready candidates, consultation and guidance on identifying opportunities that businesses may have available for one of our job ready candidates, assistance with the purchase of assistive technology equipment an employee may need to perform their job duties, support and technical services during the training process, on the job training, saving businesses time and money training a new employee, and follow-up services providing long-term support.
Employment Services Consultants (ESC) partner with businesses and industry leaders to develop talent and employment strategies that align with business needs. The ESC conducts outreach to identify new and existing business partner needs and provides support and access to individuals with disabilities for employment. This may include onsite assessments to determine jobs that can be done by blind/visually impaired persons utilizing assistive technology. ESC support employers by providing consultations to businesses regarding the Americans with Disabilities Act (ADA) and available supports for persons with vision loss. Provides workforce recruitment assistance, including access to an untapped labor pool of consumers as candidates for employment. Promotes WIOA work-based learning experiences and training conducive to customized employment strategies. Participates in business advisory boards and networks and provide information regarding WOTC tax credits and other tax deductions to employers, and social security work incentives for consumers. Finally, the ESC works with SCCB counselors to connect the consumer with employment opportunities associated with Individual Plan for Employment (IPE).
The SCCB is currently recruiting for an Employment Services Consultant in the Florence/Conway region of South Carolina. Duties include, but are not limited to:
Conduct initial team meeting with the consumer, their Vocational Rehabilitation (VR) Counselor, and parent/guardian (if applicable) to determine if they are job ready,
Assist consumers in writing professional resumes and cover letters that effectively highlight their qualifications and experiences,
Arrange internal one-on-one and panel mock interviews for job ready consumers. Provide coaching to help consumers prepare for job interviews including but not limited to guidance on communication skills, presentation, confidence-building techniques, disclosing their disability to an employer, and requesting accommodations,
Cultivate and maintain relationships with local employers to address their workforce development needs as described in the Workforce Innovation and Opportunity Act (WIOA) and to identify employment opportunities for consumers,
Facilitate work-based learning experiences (internships, job shadows, apprenticeships, etc.) for VR consumers while offering continuous guidance and support to ensure their understanding of job responsibilities and objectives,
Actively assist VR consumers (including transition and supported employment) in identifying appropriate job opportunities and refer them to specific job opportunities with business partners that may lead to employment options that align with their skills, interests, and vocational goals,
Provide short-term job support and coaching (such as task completion, problem-solving, and overcoming barriers to success) to VR consumers (including transition) in their workplace environments as needed to stabilize the placement and enhance job retention,
Continuously partner and communicate with VR Counselors to ensure consumers progress towards achieving their employment goals. Maintain accurate records of consumer interactions, employment outcomes, and program participation in the case management system,
Stay abreast of industry trends, best practices, and changes to federal/state regulations related to employment services for individuals with disabilities through ongoing training and professional development activities. Participate in appropriate agency workforce/economic development partner/committee meetings and assist with agency events, and
Complete and submit an accurate Personnel Activity Report (PARS) each month as well as other duties.
Frequent in-state travel is required.
Minimum and Additional Requirements

State:

A bachelor’s degree and experience in recruitment, selection, interviewing, sales, workforce development, or a related field.

Agency:

A bachelor’s degree in a related field and experience in workforce development or recruitment, or an equivalent combination of education and experience pursuant to SC State Human Resources Regulations.
Preferred Qualifications
Knowledge of the Americans with Disabilities Act (ADA) or ability to learn. Ability to exercise judgement and discretion. Creativity and initiative. Experience with Internet Job Search Engines. An ability to establish and maintain effective working relationships with consumers, businesses, and community partners. Effective communication skills and the ability to interact with consumers and businesses to convey employment and training goals. Employee must possess good verbal and written communication skills, and organizational skills. Must be able to work with minimal amount of supervision, and as a part of a team. Employee will be responsible for meeting all designated productivity standards in a quality manner with minimal supervision.
Experience in sales, marketing, or public relations is preferred.
