Drug & Alcohol Case Manager (DUI Focus) 2.8 2.8 out of 5 stars 16 West High Street, Carlisle, PA 17013 Job Description To provide clinical screening, assessment, treatment referral and case coordination services for Cumberland and Perry County residents and their families who are seeking public-funded treatment for substance use disorders. This position will work exclusively with Cumberland/Perry Driving Under the Influence (DUI) offenders. Primary duties will be providing Court Reporting Network (CRN) screenings in accordance with state requirements, providing case management to DUI Treatment Court attendees and Intermediate Punishment Program participants. Position will be 75% CRN and 25% case management.

Essential Job Functions:
Coordinates the CRN process for the Drug and Alcohol Commission. Gathers information from referral sources, does data entry, coordinates the assignment of cases, schedules appointments, conducts CRN screenings, and provides follow up documentation. Serves as the case manager for Intermediate Punishment Program participants and DUI Court participants. Provides suggestions for more effective processes and consumer satisfaction for the CRN and other programs in the Drug and Alcohol Commission. Gathers screening information from client and referral sources, and makes decisions as to appropriateness for evaluation, agency service, and funding eligibility. Responsibilities include screening referrals to ascertain if emergency care is needed. Conducts substance abuse clinical assessments with eligible clients, makes recommendations for a level of care in accordance with the American Society of Addiction Medicine (ASAM) criteria Consults with other agencies to coordinate treatment placement arrangements for clients. Implements plan for the treatment recommendations including referral, placement, transportation arrangements and funding. Communicates arrangements for treatment placement to referral sources and within case management department. Assists clients in the completion of Medical Assistance applications; and works with the Cumberland and Perry County Assistance Offices to facilitate processing of applications. Advocates for clients’ treatment and service needs. Assures that clients have a continuing care plan arranged following inpatient treatment. Refers clients to other services including recovery support services. Provides support, resources and referrals for clients’ family members and “significant others.” Travel to various substance abuse treatment facilities, psychiatric units, hospitals and correctional institutions is required to fulfill the responsibilities of this position. Conducts Court Reporting Network (CRN) screening for Driving under the Influence (DUI) offenders and records information in PennDOT online database. Utilizes in-house CRN database to assure accuracy in the CRN referral and screening completion process. Completes required training to carry out CRN screening duties. Monitors training and recertification needs for CRN screeners and arranges training as needed. Assigns CRN cases to consultants. Provides first response when concerns arise with CRN cases to troubleshoot data questions. Participates in interviews with consultants and provides feedback to Supervisor of Case Management on interviewees. Serves as point person as the CRN Coordinator in the PennDOT CRN website, make changes and provide data on behalf of the Drug and Alcohol Commission. Orients clients to CRN process or case management by reviewing applicable documents and processes. Assesses the non-treatment needs of clients in accordance with SCA protocol and time frames. Complies with all State and Federal laws regarding client confidentiality and substance abuse case management and treatment services. May participate in court hearings in accordance with State and Federal guidelines. Attends and participates in weekly case management meetings. Participates in Service Provider meetings. Also participates in informational and problem-solving meetings with providers and gatekeepers as appropriate. Establishes and maintains positive working relationships with treatment providers and community agencies, including other county departments. May be assigned to collaborative projects with other departments such as Treatment Court, Intermediate Punishment Programming, and/or Child Welfare Specialized Case Management. Maintains case management client files and utilizes statewide case management and treatment data system as per state guidelines; also gathers statistical data regarding service provision and client profile/status for completion of required reports. This may include the completion of client outcome surveys. Successful completion of certain professional trainings assigned through DDAP. Completion of ASAM Training as well as completion of CRN training and ongoing certification, and any other training that is outlined by the Department of Drug and Alcohol Programs (DDAP) as a requirement in the provision of case management services. Responds to telephone or walk-in requests for information and referral to substance use disorder services or other human services. Responsible for becoming familiar with relevant online resources, as well as book, curricula, pamphlet, and agency-developed resources offered by the Commission. Conducts follow-up contacts with clients to monitor follow through with continuing care needs and determine if there is a need for recovery support services. Education:
Bachelor’s degree in Addiction, Psychology, Counseling, Social Welfare, Sociology, Human Services, Nursing or a Social Services related field, plus computer training. CRN and ASAM Training Completed upon hiring. Licensure or Certification preferred or completed within one year following hire.
Work Experience:
One year of intervention, case management or counseling experience in a substance use disorder services setting. Experience in coordinating or leading projects with the ability to work well independently.
Substitution:
An equivalent combination of education, training and experience may be accepted. Related education may be substituted for the required experience, and appropriate experience may be substituted for the required education.
Clearances:
Prior to employment, candidate must receive clearances from: PA State Police, FBI, PA Child Abuse Registry, and Office of the Inspector General. These clearances must be maintained throughout employment.
