OPH Regional Overdose Prevention Outreach Coordinator Contact number associated with posting: 225-354-3511 Job description for position: This position serves as the regional point-of-contact for the coordination and direction of the Louisiana Department of Health (LDH), Office of Public Health (OPH) Opioid-related activities and reports to the Public Health Emergency Response Coordinator (PHERC). The Bureau of Community Preparedness (BCP), through the State Overdose Prevention Project Manager, provides programmatic oversight to this position as it relates the Overdose Data to Action-State (OD2A-S) grant activities. Responsibilities include regional implementation of the OD2A-S opioid crisis grant activities and meeting regional progress, goals, and objectives. Additional duties include delivering opioid-related presentations, training, technical assistance and resources to diverse audiences such as other governmental agencies, health care and community organizations, non-traditional partners, and the public.

- Coordinates regional public health opioid overdose response efforts in partnership with other local Opioid Overdose Prevention initiatives, programs and services.
- Serves as the primary point-of-contact for public health overdose prevention-related activities in the assigned region/parishes and as a liaison and information source between health care providers, the Public Health System and the community.
- Works across disciplines to inventory OUD/SUD/StUD initiatives throughout the region.
- Meets regularly with stakeholders and community leaders to discuss the activities and coordination of outreach with other funded regional/local overdose prevention activities.
- Disseminates information to internal and external partners and the public.
- Engages individuals, community groups, and organizations to implement opioid use disorder prevention and response strategies.
- Coordinates with other State opioid overdose programs administered by the Office of Behavioral Health (OBH), other governmental agencies (i.e., Bureau of Family Health, local human services districts/authorities, etc.) and community organizations on initiatives to raise awareness about overdose trends, emerging threats related to OUD/SUD/StUD.
- Delivers presentations, training, and technical assistance to diverse audiences such as other governmental agencies, health care and community organizations, non-traditional partners, and the public.
o Facilitate take home harm reduction kits and will work with navigators to secure wrap around type services to increase likelihood of the program participants’ successful completion of the programs and reduce relapse and ensure follow-through on identified treatment and access to needed SUD/StUD services. o Conduct opioid overdose prevention awareness trainings in each region targeting local residents, community stakeholders, first responders and healthcare workers. o Coordinate post-overdose survivor events in the community of impact engaging families, residents and incident responders for awareness and response planning to prevent recurrence in each region o Coordinate/Deliver Narcan Administration Demonstration trainings to first responders, residents, community providers, criminal justice system, and schools in each region. o Continue to expand outreach and deliver education awareness of resources, services and overdose prevention statewide, including increased monitoring and reporting on project activities and successes. 40%
- Support linkage to care coordination and implementation of region-specific projects/pilots to promote efforts to address disparate populations with limited access to overdose response and harm reduction programming, resources, services and treatment.
o Work with clinical educator to organize regional trainings and webinars for clinicians on treatment options for underserved communities to promote toolkit and awareness of available trainings for clinical workforce. o Work with Emergency Department Navigator project and key partners to convene meeting to determine interest, initiate planning, establish timeline and assign roles, e.g. assist with troubleshooting issues related to services and availability of needed resources post discharge. o Participate in the overdose fatality review (OFR) process (where indicated): work with the OFR lead to accomplish local community discussions, lay the groundwork for data-sharing agreements, survey regional fatality data to determine common threads for case reviews, and establish OFR teams. o Collaborate with local law enforcement agencies to deliver trainings on reducing stigma, facilitate access to harm reduction tools and resources, provide awareness on emerging trends, threats and community impacts, collaborate with probation and parole for Narcan demonstrations, and provide training and overdose related resources to re-entry programs. o Work with the Overdose Prevention Monitor (OPM) to monitor regional activities related to the project navigators to assure fidelity to the peer support model of that with shared understanding, respect, and mutual empowerment, peer support workers and reduce the likelihood of relapse. 15%
- Develops a work plan under the direction of the Regional Leadership Team, inclusive of the Medical Director/Regional Administrator.
- Works with State Overdose Prevention Manager to implement work plan to accomplish grant deliverables.
- Monitors and reports progress to ensure timely completion grant activities.
- Completes monthly activity reports. Responds to requests for documentation and progress.
- Tracks regional resources and distribution.
- Plans and attends meetings in the communities and as required.
- Works with the OPH Overdose Prevention Manager and the Bureau of Health Informatics to collect and analyze data in order to determine regional hotspots and appropriately target interventions and saturation of educational awareness events and distribution of resources.

SUPERVISORY RELATIONSHIPS
Direct Supervision provided by the Public Health Emergency Response Coordinator, with oversight from the Regional Leadership Team. Coordinative oversight for OD2A-S grant activities provided by the OPH Overdose Prevention Manager.
QUALIFICATION REQUIREMENT
Bachelor’s Degree or (6 years professional level experience) plus two (2) years of experience in training, education, public health, social services, planning and/or program development. experience working with state and/or regional overdose prevention initiatives is .
