Location:

Davidson County General Statement of Duties Performs responsible professional and technical supervision of staff who provide direct and/or indirect services to clients. Work involves managing, directing, coordinating, and supervising the timely and appropriate delivery of Child Welfare Services. This position is predominately focused on Permanency Planning Services Foster care case management, adoptions, and adoption assistance, but may include licensing and placement. Distinguishing Features of the Class An employee in this class is responsible for providing management and supervision in the delivery of assigned area of Child Welfare Services, which could change as the needs of the agency change. The focus of this team has been on foster children, case management of children in the custody of Davidson County, adoptions and adoption assistance. The position could also support recruiting, training, licensing/re-licensing foster families, finding appropriate placements for children, providing case management of Interstate and intercounty. This position may carry a small caseload. Work is performed under the regular supervision of the SW Program Administrator I. Illustrative Examples of Work

  • Monitors work of subordinate staff through case reviews, progress reports, conferences, and informal discussions to assure compliance with operational standards and established policies.
  • Monitors the work of the unit to ensure that the needs of children in the agency’s custody are met as-well-as court orders followed.
  • Ensures children in foster care have appropriate placements and court ordered visitation is followed.
  • Ensures Child Welfare policy is followed, client contacts, documentation, staffing, etc. Acts when it is not.
  • Plan, design and monitor the unit work plan to ensure needs are being met and service delivery is effective and efficient.
  • Design, implement and monitor work flow to assure equitable work load in accordance with knowledge and expertise of social work staff and to ensure cases are covered at all times.
  • Provides assistance during particularly difficult cases.
  • Oversees the daily activities and work performance of staff.
  • Determines the appropriate funding source for foster care payment and ensure that the Agency receives maximum funding resources.
  • Reviews staff performance; reads and monitors case records for compliance with procedural and policy guidelines; ensures that foster home licensing material are in accordance with solid social work practice and within the mission of the agency.
  • Reviews foster care records for Quality Assurance.
  • Participates in Agency Reviews
  • Communicates and coordinates with the other child welfare units.
  • Interviews applicants for positions, makes recommendations to higher level management on hiring decisions.
  • Provides input on discussions concerning promotions and salary adjustments for individuals supervised.
  • Reviews performance at regular intervals
  • monthly, quarterly, annually.
  • Conducts performance evaluation and approves leave requests.
  • Conducts regularly scheduled unit and individual meetings
  • Supports or provides orientation, initial and on-going training to staff.
  • Discusses problems with staff, issues initial oral warnings, develops corrective action plans and makes recommendations for disciplinary actions in consultation with to higher level management regarding unacceptable job performance or conduct.

  • This position would have altered hours, when/if the county operates emergency shelters as this is a mandatory duty of DSS and all staff must participate, as assigned.

  • Extensive knowledge of the North Carolina General Statutes governing child abuse and neglect, foster care and foster home licensing.
  • Ability to establish and maintain effective working relationships with staff, other DSS employees and program areas, County departmental employees, Federal, State and Local agencies, other community agencies, mental health providers, school personnel, medical personnel, court personnel, and other stakeholders. Physical Requirements
  • Must be able to physically perform the basic life operational support functions of stooping, kneeling, reaching, standing, walking, pulling, fingering, grasping, talking, hearing and repetitive motions.
  • Must be able to perform light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.
  • Worker is required to have close visual acuity to work on a computer terminal and perform extensive reading.
  • The worker is subject to inside environmental conditions: Protection from weather conditions but not necessarily from temperature changes.
  • Worker is not substantially exposed to adverse environmental conditions (such as in typical office or administrative work).
  • The worker is in contact with potentially infectious bodily fluids during the performance of his/her duties.

Education and Experience Master’s degree in social work from an appropriately accredited institution and two years of directly related experience; or a bachelor’s degree in social work from an appropriately accredited institution and three years of directly related experience; or a master’s degree in a human services field from an appropriately accredited institution and three years of directly related experience; or a bachelor’s degree in a human services field from an appropriately accredited institution and four years of directly related experience; or a bachelor’s degree from an appropriately accredited institution and five years of directly related experience; or an equivalent combination of education and experience. Licenses and Certifications Valid North Carolina Driver License. Preference Prefer applicants with experience in NC Child Welfare or Foster Care and Adoptions experience.
