Description of Work We are looking for candidates who have a passion for helping at-risk youth. We are Working Together to Strengthen North Carolina’s Youth and Families! This position is responsible for providing professional administrative and managerial work in arranging juvenile services while in a Youth Development Center to include education, treatment, employment training and behavior modification plans. The facility youth development center, juveniles are assigned to a service planning team that operates under a child and family-centered model. Each service planning team develops an individualized plan to meet each child’s service needs within a month of the juvenile’s arrival. The team meets at least monthly thereafter to monitor progress on service plan goals and to make adjustments in the plan when needed. The service planning team consists at a minimum of the juvenile, his or her parent(s) or guardian, a court counselor from the youth’s home district, a social worker who facilitates team meetings, a licensed mental health clinician and a school representative. Other YDC staff and community stakeholders (e.g., chaplains, substance abuse counselors, direct-care staff) may also be members of a juvenile’s service planning team. Other duties for this position are:
Responsible for directing and supervising commitment orders. Develop implement and evaluate service plans and ensure the delivery of services. Ensure the quality and consistency of program services are within the department standard and policy guidelines. Develop community relations and manage liaison activities within human service agencies, community groups and schools. Provide treatment coordination, service planning team leadership and counseling support for juveniles. Facilitate release planning by interfacing with treatment/services resources in the juvenile’s home community and ensuring linkages to needed services prior to release from the facility. Provide consultation to Division staff in support of juvenile services plans and advocate for juvenile to ensure needs are met. Work cooperatively with youth, all levels of Divisional staff, community-based staff, family members and community agencies to accomplish goals and identify and resolve barriers and/ or conflicts. Social workers may be required to attend meetings away from facility regarding Divisional services, as well as the conferences and workshops to enhance skills needed to engage in a therapeutic environment, as well as to build collaboration with others around services needed for youth. They may be assigned to special treatment -related work groups and committees.
Identify, schedule and manage necessary paperwork/ authorizations for off-site therapeutic/educational activities including vocational, home visits, incenting outings. Social workers are responsible for documenting the official service planning document for youth in the facility.

KSAs:
Demonstrated knowledge of psycho-social, socio-economic, behavioral, and medical problems that impact youth and families. Demonstrated knowledge of social work principles, techniques, and practices and their application to complex case work.
Experience with establishing rapport with youths and parents. Experience with case management involving complex cases and including providing appropriate crisis management interventions. Management Preferences (Optional): These skills are not required but managers may choose to interview/select applicants who demonstrate Management Preferences. Knowledge of the North Carolina JJDP system including the continuum of care, court process, and legal documentation. Bachelor s degree in social work from an appropriately accredited institution and one year of directly related experience; OR
Master’s degree in a human services field from an appropriately accredited institution and one year of directly related experience; OR
Bachelor’s degree in a human services field from an appropriately accredited institution and two years of directly related experience; OR an equivalent combination of education and experience.
Necessary Special Qualifications:
Applicants for positions designated as Juvenile Justice Officers are subject to and must meet the hiring and training standards established by the North Carolina Criminal Justice Education and Training Standards Commission, as defined in Title 12, Chapter 9 of the NC Administrative Code, by the statutory authority of GS 17C.Selected applicant must attend and successfully complete and pass the Juvenile Justice Officer Basic Training certification program. The certification requires four weeks to complete and is comprised of classroom and physically demanding training. This training is carried out at regional training centers and requires consecutive overnight stays. In addition, the selected candidate must:
- Have or be able to obtain required documentation for certification as a Juvenile Justice Officer (i.e. a diploma)
- Pass a Criminal Background check
- Pass a Drug Screening test
- Pass a Psychological test
- Pass a Sexual Risk Screening test
- Pass a Physical
- Be a US citizen
- Be at least 20 years of age
