Overview Rutgers University Behavioral Health Care ( UBHC), established in 1971, offers a full continuum of evidence based behavioral health and addiction services for children, adolescents, adults, and seniors throughout Jersey.
UBHC’s 1,060 experienced behavioral health professionals and support staff are dedicated to treatment, prevention, and education. UBHC, one of the largest providers of behavioral health care in the country, has a budget of $260 million and has 15 sites throughout Jersey. Services are readily accessible and include: inpatient, outpatient, partial hospitalization, screening, crisis stabilization, family/caregiver support, community outreach and case management, supportive housing, supported employment, prevention and consultation, employee assistance programs, and a licensed therapeutic school from preschool through high school.
Specialty services include the Jersey suicide prevention helpline and peer help lines for police, veterans, active military, teachers, mothers of special needs children and child protective service workers. In
FY2016, UBHC
treated 16,199 consumers, had 24,502 admissions, and touched the lives of 19,441 individual callers through peer support. In addition, UBHC is the primary mental health training resource for the Jersey departments of Human Services, Children and Families, and Corrections, delivering 16,000 trainings each year. Posting Summary Rutgers, the State University of Jersey, is seeking a Program Manager for the Community-Based Services Department within Rutgers University Behavioral Health Care. The primary purpose of the Program Manager is to provide clinical and administrative direction and management to assigned programs and monitor program compliance with all regulatory requirements. Among the key duties of the position are the following: Maintains thorough oversight of staff and services, directly observing services on a regular basis and attending general staff meetings, as evidenced by reports and supervisory observation.
Directs the administrative and clinical organization of the program.
Performs duties relevant to a leadership position and supports goals and objectives of University Behavioral Health Care.
Assures that all documentation meets qualitative, quantitative and time standards.

Qualifications Minimum Education and Experience Minimum of a Master’s Degree in a behavioral health discipline and five (5) years of postgraduate experience in a relevant behavioral healthcare setting.
Two (2) years supervisory experience required. Certifications/Licenses Applicants possessing a degree in Social Work must have an active Jersey certification/licensure as required by the State Board of Social Work. Independent clinical licensing as required by discipline.
License for independent clinical mental health practice (e.g., Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW) or a licensed Psychologist) as required by discipline and Jersey Division of Consumer Affairs.
Valid driver’s license. Required Knowledge, Skills, and Abilities Requires extensive knowledge and experience with behavioral health and addiction services.
Outstanding human relations and leadership skills, and the ability to function in a team environment required. Preferred Qualifications Demonstrated knowledge is necessary of how to accomplish superior performance in a unionized environment.
Bilingual (English/Spanish) speaking preferred.
Community outreach experience preferred.
Experience working with high need individuals and families in the community preferred. Equipment Utilized Laptop, printer, scanner, fax, smart phone, motor vehicle.
Physical Demands and Work Environment Physical Demands:
Ability to speak clearly and write proficiently. The ability to focus on the task at hand despite numerous interruptions.
Must be able to sit for extended periods of time and document into an electronic medical record in both an office and community setting.
The employee spends much time driving, walking, standing and bending throughout the program space and in the community. Ability to stand for long periods, walk across program space, communicate and document using computer.
Ability to travel throughout the state of NJ. The employee can expect to lift up to 20 pounds.
Work Environment:
The employee spends much time outdoors in all types of weather talking with individuals served in the community in open spaces, individual’s homes, shelters, soup kitchens, and institutions (prison, jail, hospitals, and treatment centers) and places where individuals congregate.
Individual wellness checks and crisis intervention. Subject to unpredictable situations and crises, to include behavioral, medical, substance use and psychiatric.
Occasionally exposed to individuals exhibiting assaultive behaviors. Exposure to blood borne pathogens that requires use of personal protective equipment. Special Conditions Must possess own vehicle for use to travel to program sites and meetings throughout the state.
