Description of Work This position with NCDOT offers full State Benefits , competitive salaries and many career development opportunities. This position is for skilled professional engineering work that will serve as an Engineer II/Senior Assistant Resident Engineer in the Division 4 Construction Office in Johnston County. In this position you will manage the administration of highway construction contracts and supervise contract construction work, establishment of engineering controls for the contractor and inspection of the construction work. In this position you will be responsible for contract administration of all types of construction projects including Central and Division let contracts. You are required to be proficient in plan reading, highway engineering calculations and familiarity in the operations of survey instruments. Other duties include the preparation of monthly estimates, final estimates and other record keeping required during the life of a contract construction project. May be required to work nights, weekends, holidays, and extended hours as necessary. Duties of the position included preparation of monthly estimates, final estimates and written and oral communication with contractors, inspection personnel, utility companies, and the general-public, to ensure compliance with contract plans, standards and specifications. You will also evaluate data collected by field personnel and prepare technical letters and reports, review contract plans, specifications, and materials testing results. The employee in this position requires minimal supervision from the Resident Engineer. You will be expected to operate a State Vehicle. Knowledge, Skills and Abilities / Competencies Applicants must submit an application that clearly reflects work experience that demonstrates the following: Working knowledge of contract administration to ensure projects are constructed in accordance with the department’s specifications, standard drawings and policies
Working knowledge of customer service experience related to resolving problems that involve explaining engineering concepts to various customer groups
Demonstrated ability to understand, explain and administer highway contract construction projects
Experience interpreting construction plans, provisions, specifications, policies, procedures and regulations
Experience training, planning, coordinating, and supervising the work of other employees

Additional Expectations:

Possess working knowledge of principles and practices of civil engineering and construction methods, materials, and equipment. Promote safe working environment. Proficiency in the use of personal computer and ability to utilize contract administration software, if necessary. Ability to understand, explain, and administer contracts, interpret plans, provisions and specifications, train other employees and plan, coordinate and supervise work. Ability to apply knowledge to circumstances presented and plan work to effectively utilize all resources. Ability to organize and direct resources to meet goals. Must be able to identify, report, and assess potential problems, and assess options. Ability to use sound engineering judgement in conducting engineering studies and preparing geometric designs. Ability to make recommendations and decisions on non-routine engineering and/or program matters or other areas requiring technical engineering expertise. Comprehensive knowledge of local, state, and federal rules and regulations relating to the Traffic Engineering field. Ability to effectively supervise employees. Ability to form effective working relationships with inter-agency units and the general public. Must be able to possess good communication skills, and communicate effectively both orally, and in writing.
