$80,000 – $90,000
General Description:
The Town of East Longmeadowseeks qualified candidates for the full time position of Council onAging Director to oversee the development, implementation, and deliveryof a wide variety of programs, services, and activities offered by theTown that will enable East Longmeadow residents to be active members inthe community. The COA Director will maintain oversight of programs,staffing, grants, operations, budgets, and regulations. The COA Directorwill work with the Town Manager to create a long term comprehensivevision.
ESSENTIAL FUNCTIONS
Create and maintain innovative newprogramming that supports the Senior Center?s current outreach andactivity efforts. Develops, coordinates, and prioritizes annual andlong-range goals and objectives with the Town Manager and key departmentstaff. Recommends short-range and long-range plans and programs toaccomplish the objectives and policy decisions of the COA Board.
Initiate and strengthen relationships with other social serviceorganizations in order to maximize the senior services offered to theEast Longmeadow Seniors. Responsible for the implementation of thepolicies and procedures of the COA Board and provides orientation fornew board members. Supervises the daily operation on the Senior Center.

Researches various private, corporate, individual, state and federalgrants and funding sources. Applies to appropriate sources for continuedfunding and maintains financial records to account for all revenues andexpenditures. Monitors all grants and ensures funds are transferred andavailable when needed; observes strict guidelines set forth by theCommonwealth and grantee. Approves the activities, special events,programs and services to be carried out. Ensures department compliancewith relevant state, federal and town laws and regulations, includingpersonnel regulations and procedures affecting workers and activities,safety procedures, Americans with Disability Act handicap access,staffing requirements, risk management issues and other areas affectingwork responsibilities. Provides oversite for various assistance programsand services for senior citizens which include; nutrition & physicalfitness programs, social security services, educational, cultural,medical health care, fuel assistance, etc. Actively participates inemergency preparedness with the Fire Department and relevantdepartments. Ensures that shelter access and services are provided forat risk elders during an emergency. Prepares, presents and manages thedepartmental budget. Oversees budgetary controls and the department’sexpenditures and revenue collection procedures.
Education andExperience:
Bachelor’s Degree in Social Work, Human Services,Sociology, Psychology, or related field required. Master’s Degree orSocial Work License preferred. Five to Seven years of relatedexperience, preferably in a municipal Council on Aging. Three to Fiveyears supervisory experience required. Ability to establish departmentlong and short-range plans and objectives, own performance standards andassumes direct accountability for department results. MassachusettsCouncil on Aging (MCOA) certification preferred or willingness topursue. Thorough knowledge of the federal, state, and regional servicesand local resources available to senior citizens. Knowledge of fundingsources and grant-writing techniques, along with a working knowledge ofresources available to those under age 60. Ability to develop effectiveand constructive working relationships with senior citizens, serviceproviders, human service agencies, employees, and the general public.
Ability to anticipate specific needs of clients. Capacity to prepare andmanage budgets and finances Excellent interpersonal and communication kills.
