Performs intermediate professional and difficult administrative work supervising staff; planning, organizing, managing, and conducting programs for aging adults; evaluating programs; assisting with various financial transactions; maintaining records, reports, and files; and performing related work as apparent or assigned. Work is performed under the general direction of the Aging Services Director. Essential Functions Assists in the planning, directing and evaluation of comprehensive aging services programs; supervising program implementation and operations; developing department policies, procedures and long-range plans;
Works with program managers throughout the Department to continuously assess program effectiveness and impact to ensure services are fulfilling the Aging Services mission of helping aging adults remain active and lead an independent lifestyle in the community;
Communicates, reinforces and models the organization’s mission, goals, values and operational plans for all levels of the organization;
Supervises department personnel including recruiting and selecting personnel; assigns, directs, trains and inspects the work of personnel; disciplines, coaches, counsels and evaluates staff performance; develops staff schedules and approves time sheets and recommends transfer, promotion, suspension, termination and demotion;
Provides direct supervision to the Nutrition Services Manager, two Center Managers for the Pittsboro and Siler City Centers for Active Living, Volunteer Coordinator, and Driver;
Supervises the operation and maintenance of two Centers for Active Living including buildings and grounds in order to ensure the safety of the facilities for program participants and staff; Assists with developing long range plans for Aging Services programs and facilities to accommodate County growth, goals, and Department needs; Works with the Director to develop and implement consecutive 5-year Master Aging Plans for the County including overseeing steering committees and work groups, gathering feedback from residents and analyzing data, conducting work group meetings, creating the overall plan document, and presenting to the Board of Commissioners;
Works with the Director to prepare and administer the annual budget for department, and assists with approving expenditures and tracking monthly expenses and revenues received;
Enter requisitions, complete purchases, and submits monthly financial reconciliations; Assists with receiving and processing invoices as needed; Assists with the collection, recording, and depositing of funds received as needed; Ensures grant reporting requirements are completed, documentation is maintained, and funds are fully expended per grant guidelines; Assists with the development and review of Requests for Bids for subcontracts; Represents the department in meetings with various committees, organizations, community groups in the absence or at the request of the Aging Services Director;
Assists with annual monitoring visits and audits by pulling requested information and supporting data; Performs other duties as assigned. Minimum Qualifications Bachelor’s degree with coursework in social work, public health, business administration, or related field including considerable experience working with aging adults and extensive supervisory experience, or an equivalent combination of education and experience. Knowledge, Skills, and Abilities Thorough knowledge of the aging process, needs and problems of older adults and various methods and techniques to assist them; Working knowledge of the physical, economic and social characteristics of the service delivery area; Considerable knowledge of local, State and Federal government human services agencies and their policies, programs and funding as they relate to aging services; Working knowledge of and ability to advocate and facilitate solutions to complex needs and problems of aging adults and family caregivers; Excellent written and verbal communication skills for diverse audiences and educational levels; Skill in operating Microsoft Office programs such as Microsoft Word, Excel, Publisher, PowerPoint, Outlook, search engines such as Google Chrome, and other commonly used electronic programs; Ability to multi-task, to prioritize duties, and manage time effectively; Ability to communicate ideas, orally and in writing and follow written and oral instructions; Ability to think creatively to develop new and innovative programs to better meet the needs of aging adults and family caregivers throughout Chatham County; Ability to work with a diverse group of individuals and provide equitable treatment to all
Ability to effectively manage programs, resources, and staff to meet program goals, and to provide leadership and vision in the development and delivery of a wide range of services to aging adults and their families; Ability to lead and motivate program participants, volunteers and staff; Ability to establish and maintain effective working relationships with associates, volunteers, older persons, officials of other agencies, and the general public. This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking, hearing, touching or feeling and reaching and frequently requires sitting and repetitive motions and occasionally requires standing, walking, climbing, balancing, stooping, kneeling, crouching, crawling, pushing, pulling and lifting; work has standard vision requirements; work requires vocal communication to express or exchange ideas orally; work requires hearing to perceive information at normal spoken levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally performed in a moderately noisy location (e.g. business office, light traffic).
