Hiring Rate:

The Economic Services Division of DCR administers federal and state-mandated programs for eligible families. ESD administers programs including Food & Nutrition Services, Work First Family Assistance, Work First Employment Services, Medicaid for Family & Children, Adult Medicaid, Energy Assistance, and Emergency Assistance programs.

Position Specific Information:

Supervises staff for programs Food and Nutrition Services and Family and Children’s Medicaid and manages day-to-day operations. Supervise the overall functions of eligibility programs, ensuring quality control and appropriateness of the program, coordinating special projects, and preparing applicable reports. Primary schedule is Monday thru Friday from 8 am to 5 pm, but flexibility is required to include time outside the normal schedule and for weekend hours (approximately 2 to 3 weekend shifts per year). This supervisor position is located at the Kuralt/Catherine B. Wilson Center at 301 Billingsley Road in Charlotte, NC 28211 Position Summary Supervise staff and the overall functions of an assigned area or program. This position is responsible for ensuring quality control and appropriateness of the program, coordinating special projects, and preparing applicable reports. The supervisor also focuses on organizing various sets of information to be shared with other service areas or with State and Federal partners. Essential Functions Oversee day-to-day operations in assigned area and supervise staff Assist in the development of program procedures, expectations and other related operations Complete monthly and quarterly program reports as needed or requested Work closely with other supervisors and managers in all areas Communicates regularly with team members and monitors productivity Responsible for inventory control of supplies, materials and equipment for assigned program May be required to staff shelters in the event of a disaster Facilitate correct application of Federal and State policy in determining funding source eligibility for programs Prepare for audits and ensure accuracy Coordinate the preparation and review of cases for audits from State and Federal partners, monitor progress towards completing preparation, communicate with other service areas to obtain information Review requests for vendor payment reimbursement Complete research requests usually after hours if there is an emergency need Review team’s monthly Quality Sampling results Utilize reports to identify cases coming due or due for review and ensure that cases are addressed in a timely manner Assist with troubleshooting cases as needed Communicate policy changes Some positions may be required to supervise and support enrollment and eligibility activities performed in the NC FAST system

Minimum Qualifications Experience:

Minimum of five years of social services or human services experience

Education:

Bachelor’s degree in Human Services, health or related field. Combination of relevant education and relevant experience accepted?: Yes Preferred Qualifications Three (3) years’ experience within the last 5 years determining eligibility in North Carolina eligibility programs such as Family and Children’s Medicaid and Food and Nutrition Services Three (3) years’ current experience determining eligibility in Family and Children’s Medicaid and Food and Nutrition Services in NC FAST. Minimum 2 years of previous or current supervisory/leadership/management experience. Bilingual (Spanish and English) proficiency oral and written. Licenses and Certifications Requires a valid North Carolina or South Carolina Driver’s License Requires County Driving Privileges Knowledge, Skills and Abilities Knowledge of Supervisory principles Social services procedures, practices and methods Social services-related federal, state and local laws, rules and regulations relating to provision of public assistance Case management methods and techniques Services offered by the county and other local public and private community based service agencies Skills Understanding and evaluating data to provide guidance Addressing client, staff, and department-related issues as they occur Prioritizing and handling numerous tasks for multiple customers, often in a short timeframe
