In addition the employee performs related professional, administrative and supervisory duties for all programs and staff. This position reports directly to the Health and Human Services Director. County Commissioners serve as the local DSS Board. EXAMPLE OF DUTIES

Plans, organizes, implements and directs programs of public assistance and social services including but not limited to adoption services, foster care program, child and adult protective services, child care services, Food Stamps, Medicaid, employment services and similar programs that protect the rights and welfare of all county citizens.

Directs and/or delegates other supervisors, coordinators, professional, technical and support staff in the delivery of agency services; supervisory duties include planning and assigning work, reviewing work, maintaining standards, coordinating activities, selecting new employees, allocating personnel, acting on employee problems, approving and implementing employee discipline and discharge.

Reviews the work of subordinates for completeness and accuracy; evaluates performance and makes recommendations; offers advice and assistance as needed.

Provides for adequate training and professional development opportunities for department employees.

Prepares, reviews, interprets and administers department policies and procedures.

Develops and administers the department budget; approves expenditures and oversees the• preparation of related reports; seeks and administers grant funds, sponsorships and partnerships for special projects and programs.

Provides leadership in program development and implementation; establishes program standards and monitors and evaluates quality of service delivery systems.

Ensures that all recipients of services are treated with respect and dignity and that their confidentiality is maintained.

Ensures department compliance with all local, state and federal policies, procedures, laws and regulations.

Serves as principle spokesperson for the agency on social services issues; represents the department at meetings and community events; and promotes the programs and services of the agency through public speaking engagements.

Represents the agency to government officials, health care providers, attorneys, schools, and a variety of advocacy groups.

Acts as an agent of the Social Service Commission and Department of Health and Human Services.

Coordinates all agency activities during a natural or man-made disaster; coordinates with other agencies to deliver emergency services.

Serves on call 24 hours per day, seven days per week for response to emergency situations.

Receives and responds to public inquiries, requests for assistance and complaints regarding department programs and personnel.

Gathers information for and prepares a variety of professional, administrative statistical, and financial reports for decision-making purposes and as required by the county and/or other agencies.

Attends training, meetings, workshops, conferences, etc and reads professional literature to maintain awareness of trends, issues, and legislation in social services.

Other as requested by HHS Director or County Manager.

SUPPLEMENTAL INFORMATION

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms and occasionally requires standing, walking, sitting, climbing or balancing and stooping, kneeling, crouching or crawling; work requires close vision, distance vision, ability to adjust focus, depth perception and color perception; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm’s length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to the risk of electrical shock; work is generally in a quiet location (e.g. library, private offices).
