Essential Job Functions:
Serves as the assistant director to the Drug and Alcohol Commission Executive Director, and will be responsible for work in one or more of the following areas: Administers prevention and early intervention and case management activities for the Commission. Serves as liaison with the community for program coordination and development. Provides technical assistance to service provider staff regarding service data information systems, contracts, monitoring requirements, and related activities. Conducts needs assessments; develops and writes plans, reports, and grant applications. Monitors service providers regarding contract performance and service delivery. Serves as point person for department automation issues including procurement, technical assistance, development, access to training, troubleshooting, and website management. Ensures that department staff develop proficiency in the utilization of technology and web-based tools necessary to deliver prevention, student assistance and case management services, both in-person and virtually. Supervises day-to-day operations of the case management, prevention, and student assistance/early intervention units including the following tasks: Coordinates work assignments of program supervisors. Facilitates administrative meetings to review status of annual goals, objectives, program activities, and performance measures. Oversees relationships with contracted providers and referral sources. Works in concert with the Executive Director and the Financial Manager – Drug & Alcohol Chief Fiscal Officer/Contract Manager to develop and manage the budget for the department’s prevention and student assistance services. Serves as the primary contact person with the State for the web-based prevention services information system. Assumes lead role in carrying out prevention needs assessment and planning tasks. Monitors agency and provider data entry into the web-based information system. Oversees working relationships with treatment providers, County Assistance Offices, County Prisons and Probation Offices, County Human Service departments, and other social service and community agencies. Facilitates problem-solving meetings as needed to maintain quality assurance and positive working relationships. Monitors the performance of the Commission’s Prevention and Student Assistance Units, and contracted prevention provider(s); and ensures that there is a consistency in the quality and scope of prevention and early intervention services provided throughout the two-county area. Recommends program quality improvements based on service data and performance measures. Coordinates the development and implementation of the Case Management Unit’s overall goals, objectives, performance measures, and program activities/services. Monitors performance monthly and provides verbal and/or written reports to supervisors as required. Assesses the community on an ongoing basis to identify case management, treatment, and recovery support needs and resources, with a particular emphasis on evidence-based practices. Collaborates with the supervisors to incorporate this information into the SCA’s Treatment Needs Assessment and Plan and other plans Serves as the primary liaison between the Commission and its contracted warm handoff provider in facilitating referrals from hospital emergency departments to substance use disorder treatment. Ensures that prevention, student assistance, and case management activities and services are carried out in compliance with State and Federal standards and regulations. Serves as primary spokesperson for the Prevention and Student Assistance and Case management Units during annual contract monitoring site visits conducted by the State. Along with the Financial Manager – Drug & Alcohol Chief Fiscal Officer/Contract Manager develops and maintains purchase of service funding agreements with local school districts for the provision of student assistance support services. Assumes responsibilities of the Executive Director when required during their absence. Driving within Cumberland and Perry Counties and to various location throughout the State for various statewide meetings is required to fulfill the responsibilities of this position. Submits quarterly service reports to the Commission and appropriate State agencies. Provides periodic service reports to local service recipients. Serves as a Commission spokesperson in various public forums and with the media. Also serves as a lead presenter and trainer for the Commission on various substance use disorder related topics. Complies with all State and Federal laws regarding client confidentiality and substance abuse services and school-based services. May participate in court hearings in accordance with State and Federal guidelines and provide supervision for staff members’ participation in court hearings. Oversees the agency’s staff development efforts. Ensures staff members successfully complete certain required professional trainings and maintains records documenting training completion. A particular emphasis will be placed on accessing training for evidence-based practices and programs. Responds to telephone or walk-in requests for information and referral to drug and alcohol or other human services. Is responsible for becoming familiar with relevant online resources, curricula, pamphlet, and agency-developed resources offered by the Commission. Conducts Court Reporting Network (CRN) screening for Driving Under the Influence (DUI) offenders and records information in PennDOT online database. Completes required training to carry out CRN screening duties. Performs other related duties as assigned. Some evening and weekend work may be required. Minimum Requirements to Perform the

Education:
Bachelor’s degree from an accredited college with a major in addictions, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management. Master’s degree preferred
Work Experience:
Four years of professional experience providing direct service and/or program planning in a human service agency (preferably substance use services), including two years supervising human service professionals.
Substitution:
An equivalent combination of training and experience may be accepted. Related education may be substituted for the required experience, and appropriate experience may be substituted for the required education.
Clearances:
Prior to employment candidate must receive clearances from: PA State Police, FBI, PA Child Abuse Registry, and Office of the Inspector General. These clearances must be maintained throughout employment.
