Position Summary:

The primary responsibility of this position is to plan, organize and direct the work of a county children and youth social services program involving a variety of administrative and community organizational responsibilities. Work involves the preparation of the Annual Services Plan and Budget Estimate for a county children and youth social services program in cooperation with other responsible officials; overseeing the organization and implementation of program services provided by the casework, clerical, and fiscal staff; and developing programs for services provided to children whose families are dealing with issues of abuse and neglect. Supervision is done under the general direction of the county commissioners and reviewed for adherence to established departmental, state and federal policies and procedures through conferences and review of reports.

What You’ll Do:

Plans, organizes and directs the work of a county children and youth social services program responsible for providing information and referral services, service planning, protective services, services to children in their own homes, part-day services, services to children temporarily removed from the custody of their parents and services to children in need of permanent transfer of custody.
Prepares the Annual Services Plan and Budget Estimate for a county children and youth social services program in cooperation with other responsible officials and prepares and/or directs the completion of monthly, quarterly, and annual reports including those requested by state, regional or local authorities.
Negotiates awards, evaluates and monitors contractual agreements to provide necessary services.
Meets regularly with the county advisory board and the county commissioners to present and interpret needs of the county’s children and youth social services program.
Makes recommendations to the county commissioners on employee selection and/or discharge.
Interprets current children and youth social services policies, programs, and procedures to community agencies, citizen groups and clients.
Identifies internal as well as external problems related to service delivery and develops ways of addressing such issues.
Clarifies program needs and develops the programs and service delivery to implement the needed programs.
Solicits public input and conducts public hearing as required for the annual plan.
Develops and applies for grants to implement needed programs.
Assures agency complies with all federal, state and local laws and regulations pertaining to children and youth services.
Participates in county, state and private audits of agency finances and programming.
Prepares agency for annual licensure by the Department of Public Welfare.
Attends county, regional and state meetings.
Works with other agencies and groups involved with social services and serves on various committees.
Meets with the Judge and Probation Office as needed.
Provides back up on call for casework staff along with supervisors.
Supervises the casework and fiscal supervisors.
Evaluates staff and recommends personnel actions to the county commissioners.
Conducts staff meetings on a regular basis to discuss program plans and interpret policies to staff.

Provides for the continuing development and evaluation of training programs to meet staff needs.
Oversees the development of the policy manual and fiscal manual.
Prepares or directs the compilation of reports, correspondence and the maintenance of files and records.
Performs related work as required.

Minimum Training & Experience:

Five years of progressively responsible experience in the field of social services, including two years in an administrative or Supervisory capacity in a Children and Youth Social Services Program Agency; and a bachelor’s degree.
OR any equivalent combination of experience and training.
