Job Duties:
The Deputy County Director under limited supervision of the County Director, plans, organizes and directs the operation of a County Department of Social Services (DSS). Responsible for the administration of social service programs at the county level which includes public relations, program administration, human resource administration and facility management. Responsible for managing and overseeing operation of 2nd/Mid Shift in both Lexington and Aiken County. Works under the direction of the County Director. Manages the staff that administers Programs and Administrative functions to include Human Services, Economic Services, and Administration, i.e. Child Protective Services programs, such as Investigations, Family Preservation, and Foster Care, Economic Services Program (SNAP and TANF), as well as Administrative Units and the Clerical Department in the absence of the County Director. Plans, develops, implements, and evaluates training for all human services staff. Monitors program implementation and effectiveness and supervisory performance to plan new programs and allocate personnel and monetary resources. Works to improve county DSS resources. Plans and coordinates activity with local county government regarding facility needs and other budgeted services provided by the county.
Plans, directs, manages, and evaluates the implementation of the role of Coordinator for Child Welfare Services for children who enter foster care through emergency protective custody by law enforcement or ex prate orders.
Ensures the proper management, expenditure, and record keeping of funds, in order to maintain fiscal accountability regarding Human Services expenditures.
Ensures that proper documentation is provided for all disciplinary action submitted to HR and/or County Director. Represents the County Director to other agencies and organization, as needed and maintains positive agency communications with County Legislative Delegation, Foster Care Review Board, Guardian Ad Leitem, County Advisory Board, County Government and other community partners.
Performs related duties as required and responds to complaints and inquiries.
Gather and Analyze program performance measures and implement actions plans. Achieve program outcomes and identify County specific trends and develop individual report to monitor and oversee compliance of child welfare services and delivery. Ensures that personal identifying information (PII) is properly used, assessed, gathered, shared and disposed. Protects the agency networks and applications by safeguarding systems, equipment and data.
Perform Red Cross Shelter Duty and other Emergency Shelter Services, as directed.
Minimum and Additional Requirements
Bachelor’s Degree and four (4) years of experience in any combination of social work, management, business administration, administrative services or public administration.
Master’s Degree and two (2) years of experience in any combination of social work, management, business administration, administrative services or public administration.
