MINIMUM QUALIFICATIONS

Three years of social services experience; OR Six years of full-time experience in any field; OR A bachelor’s degree.

EXPERIENCE SUBSTITUTION

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NECESSARY SPECIAL REQUIREMENT

Positions that provide addictive disorder counseling or prevention services will require certification or eligibility for certification issued by the Addictive Disorder Regulatory Authority (ADRA), or its successor.

Job Distinctions:

Differs from the Professional Counselor job series by the absence of a master’s degree and licensure as a Licensed Professional Counselor. Differs from the Social Service Counselor 2 by the supervision received. Examples of Work This position serves as an Opioid Harm Reduction Navigator within the Imperial Calcasieu HSA catchment area. The incumbent works in the community to address the unmet needs of unhoused, incarcerated and system-involved people who use drugs (PWUD) and connect vulnerable communities of people who use drugs to harm reduction resources, including naloxone, Medication for Opioid Use Disorder (MOUD) and syringe service programs (SSPs). The goal of this strategy is to work in collaboration and build coalitions with the Office of Behavioral Health (OBH), Office of Public Health (OPH), syringe service programs (SSPs), the STD/HIV/Hepatitis Program (SHHP), and other Overdose to Action (OD2A) stakeholders. Connect incarcerated and system-involved people who use drugs to education and treatment services/resources. Obtain social history information to be reviewed by treatment teams within incarcerated setting and for use in referrals to other agencies upon inmate release. Participate in the decision-making process of the treatment team including formulating therapeutic activities and recommending a treatment plan. Coordinate follow-up services for incarcerated inmates upon release. Link to resources, including but not limited to medication for opioid use disorder (MOUD), housing, primary care, and other services addressing social determinants of health. Increase access to harm reduction supplies including naloxone and other supplies for safe injection. Serves as liaison between the inmate, family, and agency/institution referrals. Work with correctional facilities to prepare for on-site overdoses and to make naloxone more accessible individuals and their families. Provide available information regarding HIV, Viral Hepatitis, and other STIs. Coordinate with Southwest LA Health Education Center staff within Calcasieu Correctional center for HIV, HCV, and syphilis testing, post-test counseling and referrals as appropriate. Build regional and statewide partnerships for harm reduction work. Establish and/or participate in region-specific Harm Reduction meetings. Collaborate with partners on developing region and parish-specific harm reduction resources. Conduct outreach events to priority populations. Attend and support the work of allied coalitions in Louisiana. Create environmental scan for services in ImCal catchment area. Build capacity for organizations to better serve PWUD. Work on developing training materials for social service providers in the region. Provide capacity building support for organizations serving priority populations in the region. Build relationships with agencies serving unhoused, incarcerated and system-involved people individuals across the region. Provide expert feedback and information about SSPs and supplies for safer drug use to community partners. Perform other duties as assigned by the Community Services Director or per the request of Imperial Calcasieu HSA’s Executive Management Team. Employer
