To assist the CASA Program Director in the administration of the CASA Program.

Essential Job Functions:

Successfully complete National CASA’s Training of the Facilitator training. Demonstrate competence regarding technology and various training curriculums; be able to navigate between different operating systems and platforms used by the County, National CASA, etc., to offer trainings virtually, in person or through a hybrid method. Recruit, train and screen prospective CASA volunteers. Evaluate prospective CASA Volunteer applications, conduct highly sensitive and confidential interviews; and carry out clearance/background checks. Plan, organize, and facilitate regularly scheduled pre-service CASA training sessions (40-50 hours) for prospective CASA Volunteers. Analyze results of CASA training evaluations; modify training as needed. Share responsibility of supervising CASA Volunteers (generally 35-50) who have been assigned to dependent children. Generate innovative ideas with CASA staff to enhance public awareness; work closely with the Outreach Coordinator to promote the CASA mission, engage in outreach opportunities, develop and maintain social media for ongoing recruitment purposes. Inventory and order all materials needed for the CASA Volunteers’ trainings. Plan, organize and execute events, including in-service trainings, to recognize, appreciate and enhance the work of CASA volunteers as part of the CASA Office’s retention strategy. Maintain accurate records of CASA Volunteer inquiries; volunteer activity, the number of hours they have donated, their in-service training hours; monitor clearance expiration dates and send renewal reminders and keep mailing/distribution lists updated. Observe and monitor dependency court hearings; document outcomes to help assigned CASA Volunteers plan for next steps; prioritize other hearings to help identify children most in need of a CASA Volunteer. Assist in selecting and assigning successfully trained and carefully matched CASA Volunteers with dependent children/victims of abuse and/or neglect. Develop initial case plans and on-going strategies for advocacy. Redact, prepare and disseminate time-sensitive and confidential court paperwork for the CASA Volunteers in accordance with Court timelines. Maintain a consistent in-depth relationship with assigned CASA Volunteers to provide appropriate guidance, support and supervision. Facilitate and coordinate team meetings to support CASA Volunteers’ efforts. Integrate knowledge of the dependency court system with CASA Volunteer’s interactions and observations of their assigned child’s needs and best interests to help them prepare written CASA Reports for each hearing. Assist in reviewing, editing and proofreading CASA Reports; actively engage CASA Volunteers throughout the process; disseminate final Report to the Court in a timely manner. Accompany CASA Volunteers to dependency hearings; provide support and conduct debriefings to strategize next steps. Participate in Debriefing Interview with CASA Volunteers at termination of dependency matter. Assist with training and delegating duties to college interns and office volunteers. Foster positive working relationship with personnel in the Courts, Children and Youth, outside attorneys, and other agencies involved with child welfare. Consult with Program Director to mediate and deescalate challenging relationships between CASA volunteers and personnel in the Courts, Children and Youth, other agencies and families involved with child welfare; bring matters to the attention of the CASA Office. Be prepared to ensure a working Crisis Management Plan is in place that can be swiftly executed as needed. Engage in the CASA Program’s ongoing efforts to create/revise and effectuate policies and procedures and best practices. Assist in the process and ensure the CASA Program adheres to standards and Quality Assurance guidelines as outlined by the County, National CASA and PA CASA. Navigate Clerk of Courts OnBase system, UJS Portal (PacFile), the Optima cloud-based records management system, etc., to update and preserve files. Assist in seeking out and coordinating CASA events, including Judges’ Luncheons, and ongoing community events. Seek ongoing self-development to include leadership, conflict resolution, child advocacy, and computer skills training. Represent CASA at local, regional, state-wide, and national workshops and meetings. Manage office communications, redirect calls and emails to appropriate individuals. Support CASA Office with a variety of duties as needed. Engage in functions such as field trips, CASA Volunteer recognition activities, and so on, beyond standard office-related responsibilities and hours. Engage in conferences and workshops (which may extend beyond standard work hours) to improve upon program management, leadership, and best practices. Collaborate with the PA CASA Association and/or the Kappa Alpha Theta sorority in order to engage and utilize the corps of CASA Supporters and Volunteers, as well as the CASA Advisory Council, as needed. Work:
Education:

Master’s or bachelor’s degree in a social service-related field OR an associate’s degree in a social service-related field with 4-6 years of work experience in comparable field OR equivalent combination of experience and education.

Work Experience:

Four or more years of experience in an office environment, preferably in County government or court system. Must possess strong competence in computer skills in Microsoft Word, Excel, Access, Publisher, PowerPoint, social media and office administration skills.
