Job Duties:
The Regional Clinical Specialist coordinates and provides clinical case consultation to Richland County DSS staff to assist in the identification and coordination therapeutic services and medically necessary services for Medicaid eligible children with high placement instability or complex behavioral health issues. Provides guidance and support for children needing needing higher levels of care and intensive supportive services. Serves as liaison to Select Health and provider partners to ensure timely coordination and acquisition of services using a “whatever it takes” approach. Conducts clinical case consultations with staff to assess behavioral health needs, evaluate collateral information, and make recommendations for therapeutic and medically necessary services and interventions. Will participate in “whatever it takes” efforts to improve outcomes for assigned children. Coordinates the acquisition and provision of therapeutic and medically necessary services ensuring timely and appropriate care delivery based on team-based recommendations. Serves as the lead liaison between internal staff, MCO behavioral health care coordinators, and private providers to ensure consistent communication, shared planning, and overall service continuity for assigned children. Partners with front line professionals to schedule clinical assessments. In urgent situations, completes a face-to-face assessment within 24 hours and documents treatment recommendations when an emergency diagnostic assessment is needed and cannot be scheduled timely to ensure timely access to care. Collaborates with SCDSS Psychiatrist and Lead Clinical Specialist for guidance and support of children needing higher levels of care to include getting prior authorization of services from MCOs. As applicable attends PRTF treatment team meetings and monthly PRTF continued stay reviews to advocate for youth and initiate appeals process if/when needed. Provides quarterly face-to-face contact for youth in PRTFs and virtual contact for youth in out of state PRTFs to assess for quality of treatment and additional treatment needs. Actively assists the front line staff and team leads to ensure that the recommendations are completed from staffings and team meetings. Participates in the statewide on-call scheduling system to respond to emergencies, ensuring that clinical staff is available at all hours. Performs Red Cross shelter duty or other emergency shelter duty/services as directed. Performs other job duties as required. Minimum and Additional Requirements A Master’s Degree and and two (2) years of experience in any combination of Social Work, Counseling, or Marriage and Family Therapy, or Psychology. Must possess and maintain a valid license to drive in SC, while employed in this position. Preferred Qualifications Hold an independent license as a Licensed Professional Counselor, Licensed Independent Social Worker – Clinical Practice, and/or Licensed Marriage and Family Therapist.
