Videos Duties Rehabilition Counselors in the Veterans Health Administrion (VHA) work with persons who experience functional impairments and disabilities associed with mental health, physical, and/or psychosocial challenges affecting employment, independent living, or personal adjustment. Rehabilition Counselors utilize various professional counseling and clinical modalities to promote and support optimal functioning, independence, personal adjustment, adaption to disability, community reintegrion, and recovery. Rehabilition Counselors work with Rehabilition Counselors and Specialists to provide and coordine a wide range of rehabilition counseling services to Veterans with disabilities, including assessment, counseling and case management services, development of rehabilition plans, and assistance in taining and maintaining employment, independent living, and taining personal goals. Rehabilition Counselors are loced within various settings, including Veterans Integred Service Networks (VISNS), VHA Medical Centers and facilities, Community Based Outpient Clinics (CBOCs), Inpient Clinics, Outpient Clinics, Residential programs and Domiciliary throughout the United Stes. Additional duties include but not limited to: Establishes and maintains close liaison with medical center staff to ensure referrals are completed in an approprie manner. Monitors pient vocional rehabilition trement records to assure objectives are met and rehabilition plans are upded through documention. Addresses the complexities of psychosocial rehabilition factors and timely and high-quality outcomes consistent with stutes, regulions, and policies. Resolves issues associed with specific projects involving best practices and provides leadership and direction on project implemention. Coordines workforce development (vocional, educion, and placement of Veterans) services and/or customer service to successfully opere a rehabilition program. Uses sound judgment and decision-making while initiing and/or leading interdisciplinary groups of staff to improve customer service while delivering Veteran-focused and outcome-oriented care. Coordines the placement of Veterans within the James A. Haley VA Hospital through the established Non Paid Work Experience (training to placement program) as developed by staff with Supervisory oversight. Coordines vocional rehabilition services reled to job coaching, job accommodion, and adaption services to both Veterans with significant vocional support needs and to those employers who employ these Veterans. Utilizes knowledge of career development processes and job analysis methodology to determine essential functions of jobs, worksite modificions and/or alternive vocional goals given the work history and residual functional capacities of individuals with disabilities Utilize huddle boards as a standardized visual management tool to develop, coordine, and implement improvement opportunities regarding Service Member and Veteran rehabilition needs. Boards are used to show new improvement opportunities, progress, goals, action plans, and deadlines for completion. Huddle boards are the tool used during staff huddle meetings to conduct reviews of current processes and incorpore performance improvement activities by utilizing Lean Six Sigma training. Responsible for faciliting these meetings for the purposes of collaborive efforts to decide, develop, modify, or providing input on plans, goals, or objectives for projects and operions within the VR program, while also ensuring integrion and regulory compliance of business operions. Huddles and project updes led by the VR staff and roted through the various team members who will guide the project through the complex DMAIC process, including Defining, Measuring, Analyzing, Improving, and Controlling improvement projects. Qualitive and quantitive analytical techniques are used to measure and interpret various administrive activities and procedures’ effectiveness, efficiency, and productivity. Board meetings are used to refine and develop specific guidelines to measure or improve the effectiveness of program management, business operions, policies, and procedures, while coordining and integring Physical Medicine and Rehabilition policies. Formules a variety of rehabilition services using counseling practices and evidence based and informed modalities to aid Veterans with severe disabilities in achieving competitive employment, educional, and independent living goals.

(1) A master’s degree in rehabilition counseling or clinical rehabilition counseling from a rehabilition counseling program accredited by the Council for Accredition of Counseling and Reled Educional Programs (CACREP). If the applicant’s degree was granted prior to July 1, 2017, the program must be accredited by the Council on Rehabilition Educion. OR (2) A master’s degree in counseling or clinical rehabilition counseling from a college or university accredited by a nional or regional accrediting body accredited by Council for Higher Educion Accredition (CHEA). OR (3) A master’s or doctoral degree in a reled field of study with course content th wellness, or human development from a college or university accredited by a nional or regional accrediting body accredited by
CHEA. OR
(4) Foreign gradues with a degree acceptable by the Commission on Rehabilition Counselor Certificion (CRCC).
Certificion:
Current, full and unrestricted certificion as a certified rehabilition counselor (CRC) from the CRCC to practice vocional rehabilition counseling. Exceptions for Gradue RCs. (a) RC gradues from an approved counseling or rehabilition counseling program who otherwise meet the basic qualificion requirements and the additional degree requirements for CRC certificion by the CRCC, but do not possess the required certificion, may be appointed, pending certificion, as a gradue RC on a full-time temporary appointment not-to-exceed two years under the authority of 38 U.S.C. § 7405(a)(1)(D). (b) Gradue RCs may only be appointed the entry grade level and may not be promoted/converted until certificion is obtained. (c) Temporary gradue RC appointments may not be extended beyond two years or converted to a new temporary appointment. Failure to Obtain Certificion. Failure to become certified within the prescribed amount of time will result in removal from the
GS-0101 RC

Knowledge of human development and behavior, medical, psychosocial, and vocional aspects of disability and differential influences of environmental factors to assist persons with disabilities in determining suitable vocional goals. Knowledge of history, philosophy and disability rights legislion in the field of rehabilition to apply in the practice of rehabilition counseling. Ability to synthesize assessment and diagnosis informion in conjunction with labor market trends and community/educional resources to develop an effective individual service delivery plan. Knowledge of caseload management stregies to maximize an individual’s independent functioning from assessment through provision of post-employment services. Ability to employ person-centered job development stregies to facilite successful job placement. Knowledge of assessment tools and methods, functional capacity evaluions and specific vocional preparion to evalue transferrable skills, residual capacities and needs for accommodions and assistive technology. Rehabilition Counselor, GS-11: Experience. Completion of one year of professional experience equivalent to the next lower grade level directly reled to the position being filled. OR Educion . A doctoral degree in rehabilition counselor educion or reled field (e.g. rehabilition psychology) from a CACREP accredited institution or from an institution accredited by a nional or regional accrediting body accredited by CHEA. Ability to use evidence-based and evidence informed vocional and professional counseling practices to include individual placement and support (IPS), customized employment and supported employment models and motivional interviewing skills to promote self-awareness, adjustment to disability, enhanced job retention and successful integrion to the community. Knowledge of career development processes and job analysis methodology to determine essential functions of jobs, worksite modificions and/or alternive vocional goals given the work history and residual functional capacities of individuals with disabilities. Ability to administer and interpret a wide variety of assessment methods including transferrable skills and labor market analyses to evalue for individual interests, aptitudes and abilities and to identify suitable vocional goals for the development of an effective individual service delivery plan. Knowledge of marketing stregies to develop collaborive partnerships/Memorandums of Agreement within VA and local business community to enhance employment and/or work opportunities.
Preferred Experience:
Experience in counseling clients with acute and chronic traumic and raumic brain injuries, with a strong understanding of the unique challenges faced by this populion. Experience in a neurobehavioral program in various rehabilition settings, ideally involving the coordinion of comprehensive care and multidisciplinary team collaborion. Demonstred skills in coordining services, resources, and support systems to facilite clients’ adjustment and coping stregies.
