Position Overview:

We are seeking a skilled Vocational Rehabilitation Counselor to join our team in helping individuals with visual impairments achieve meaningful employment and independence. In this role, you will provide vocational counseling and guidance, manage caseloads, develop and implement Individualized Plans for Employment (IPEs), and ensure timely and quality service delivery for all consumers.
You will play a crucial part in helping consumers set and achieve employment goals, while collaborating with the Employment Consultant to coordinate work-based learning, job readiness training, and placements. Key Responsibilities:
Vocational Counseling and Guidance:

Provide ongoing vocational counseling to help consumers reach successful outcomes in their employment and independence journey.

Caseload Management:

Efficiently manage caseloads to ensure timely and quality service delivery, with attention to each individual’s specific needs and goals.

Development of IPEs:

Develop and implement an Individualized Plan for Employment (IPE) with each eligible consumer, utilizing informed choice to ensure a personalized approach to career goals.

Eligibility Determination:

Assess and determine eligibility for assigned Vocational Rehabilitation cases, ensuring each consumer meets the criteria for services.

Initial Assessment:

Conduct an initial assessment of rehabilitation needs for each consumer and establish an appropriate vocational goal using the O

  • NET Interest Profiler to guide the process.
Case Data Management:

Input accurate and timely case data into the case management system to ensure the accuracy of federal and state reporting requirements.
Collaboration with

Employment Consultant:

Partner and communicate with the Employment Consultant to coordinate trial work experiences, internships, apprenticeships, on-the-job training, job readiness training, job search assistance, and job placement services.

Case Closures:

Ensure all cases are appropriately closed when the consumer has achieved their employment goals or no longer requires services.

Goods and Services Authorization:

Ensure that purchased goods and services are pre-authorized and delivered in a timely manner according to the consumer’s IPE.

Additional Duties:

Perform other duties as assigned by management, contributing to the overall success of the team and the consumers we serve.
Minimum and Additional Requirements
Master’s Degree in Rehabilitation Counseling or a combination of a related master’s degree in counseling, Psychology, Social Work, Special Education or Human Services. at least 2 years of experience working with individuals with disabilities and/or workforce development.
Additional Requirements
Considerable knowledge of the ability to work with older adults with disabilities. Ability to communicate effectively. Ability to deal courteously and effectively with the public. Ability to perform duties under limited supervision. Supervisor is available on a routine basis by telephone or e-mail. Employee will be responsible for meeting all designated productivity standards in a quality manner with minimal supervision. Travel may be required, and occasional overnight stays may be required. May be required to lift, pull, push, or carry up to 25lbs. Employee must be able to establish and maintain effective working relationships with peers, consumers, and the public. Under limited supervision, employee performs work independently and maintains the principals, practices and policies of the SC Commission for the Blind.
Preferred Qualifications
At least 2 years of experience working with individuals with disabilities and/or workforce development. A Certified Rehablitation Counselor (CRC). Additional Comments
