JOB TITLE
Code Enforcement Officer:

Parttime, approximately 5 hours per week

GENERAL DESCRIPTION

Under the administration of the Mayor, with little or no direct supervision, the Code Enforcement Officer protects the health, safety, and welfare of the community through effective investigation and enforcement of Town code regulations & ordinances. Tact and diplomacy are required in explaining regulations to property owners, business owners, and attorneys. Sound independent judgment is required to conduct investigative casework and make effective recommendations for the resolution of code violations. This position requires a keen eye for detail, excellent communication skills, and the ability to work independently. Duties may include, but are not limited to, the following:

  • Conduct field investigations and property inspections to identify violations of nuisance, zoning, junk and debris, abandoned/inoperative vehicles, housing, and related ordinances.
  • Investigate complaints: compile photographic evidence; contact responsible persons, landlords, or tenants and perform follow-up investigations to ensure that remedial action has been taken; develop and maintain accurate case files.
  • Prepare evidence in support of legal actions taken by the Town; appear before the Board of Adjustments or in court as necessary; testify at hearings and in court proceedings as required.
  • Confer and coordinate with other public and private agencies and Town departments on the investigation of violations across agency boundaries.
  • Answer questions related to Town code enforcement activities by researching, interpreting, and explaining policies and regulations.
  • Analyze, recommend, and communicate appropriate solutions to problems to facilitate compliance.
  • Interact with residents with effective, courteous, and productive communication.
  • Work closely with homeowners, landlords, tenants, businesses, and community groups to grow strong neighborhoods through public relations, education, and code enforcement activities.
  • Act as a representative of the Town in official meetings with other city, county, and state departments, organizations, and professional groups including law enforcement agencies, fire department, and health department on code enforcement matters.
  • Prepare and submit monthly summary of Code Enforcement activities.
  • Maintain a friendly and helpful working relationship with co-workers, citizens, and public officials.
  • Attend all Code Enforcement Board meetings.
  • Attend meetings of the Town Commission upon request.
MINIMUM QUALIFICATIONS
  • Florida Association of Code Enforcement (F.A.C.E.) certification is preferred, otherwise attainment of F.A.C.E certification will be expected after hire.
  • High School Diploma or equivalent required, college or technical degree preferred with two (2) years of experience in municipal setting.
  • Ability and willingness to monitor and stay current with best practices and policies for Code Enforcement.
  • Knowledge of local, state, and federal codes, ordinances, and regulations related to zoning, building, health, and safety.
  • Ability to use general office equipment, computers, and software such as Microsoft Word, Excel, and PowerPoint as required to produce reports, spreadsheets, and presentations.
  • Ability to communicate effectively, both orally and in writing.
  • Sufficient physical ability and mobility to work in an office and field environment.
  • Willingness and ability to be a self-starter and to accept responsibility.
  • Valid Florida driver’s license with good driving record.
PHYSICAL REOUIREMENTS

Physical demand requirements are more than those for sedentary work. Must be able to perform to the physical ability required of an active Code Enforcement Officer. Duties will require walking or standing outdoors and climbing steps. Must be physically able to operate a motor vehicle. Must be physically able to operate a variety of common office equipment including computers, calculators, copiers, etc.
