Job Description

Code Enforcement Officer – PT City of Marco Island Florida Marco Island, FL 34145 JOB Performs technical, administrative, operational, and field work supporting law enforcement functions. Work involves receiving and responding to a wide variety of non-emergency calls requiring a law enforcement response but not requiring the presence of a certified law enforcement official. Employees in this classification have no arrest powers. Work is performed under general supervision with limited latitude in the use of initiative. Position exercises some judgment in accordance with policies, procedures, and techniques. Part Time – 20-28 hours per week

EXAMPLE OF DUTIES

The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. Patrols an assigned zone or area, such as beach, waterways, park, school, residential or commercial area in a designated vehicle to observe for code violations, suspicious conditions, possible criminal activity or other conditions that could endanger public safety; investigates complaints and maintains high visibility Reports all in-progress misdemeanor and felony criminal activity or suspicious activity observed to designated law enforcement officers without delay Investigates City ordinance violations; prepares and serves written warnings, notices of violations, violation letters, and required notices Documents evidence, prepares reports, and gives affidavits and testimony as required for enforcement proceedings; follows up on enforcement decisions to ensure compliance Responds to calls for service; practices proper safety procedures in answering and responding to calls Responds to public safety emergencies when dispatched or directed; supports law enforcement at special events and in emergency situations Responds to City-campus emergencies such as medical emergencies, fires, and accidents by providing support services Removes persons from dangerous situations and administers first-aid to injured persons as indicated; takes immediate action to mitigate or remove conditions observed that could endanger public safety (i.e. traffic accidents, disabled or abandoned vehicles, obstructed roadways, defective streets or sidewalks, malfunctioning traffic lights, or other hazardous conditions) Attempts to locate missing persons, lost and missing children or persons in need of services Provides foot, bike, vessel and vehicle-based patrols of schools, governmental offices, City and county parks, and critical infrastructure Provides periodic foot, bike and vehicle-based beach patrol services of all beaches in the jurisdiction of the City; serves as liaison to police services in, on, and near beach areas Provides traffic control at roadway incidents such as vehicle crashes, structure fires, traffic signal malfunctions, and public events Performs parking education and enforcement activities in problematic parking areas (i.e. beaches, condominiums, swales, business districts, etc.); enforces handicap parking laws Documents “not in-progress” property incidents; interviews witnesses, complainants, and victims; and preserves physical evidence for court; conducts follow up investigations as directed Performs investigation and report writing duties for minor crashes at public or private parking facilities; serves as a liaison with police services for more complex crash and injury investigations Performs residential and commercial property checks during daytime hours; documents and transports abandoned property Checks on youths, persons in-need of service and senior citizens as requested Provides incidental and pre-planned leave based relief for school zone crossing guard; provides traffic escorts at funerals or special events; provides animal control services Delivers inter-government mail or packages as well as external documents and packages Maintains department equipment in functional and presentable condition; assists in performing general maintenance and cleaning of departmental vehicles, vessels, equipment, furnishings, and structures as needed Serves as witness and provides evidence in court in a professional and accurate manner as required Records information concerning events that took place during tour of duty and records such activity in the manner as prescribed by the department Attends internal or external meetings, seminars, and training sessions to remain knowledgeable of operations and to promote quality job performance

SUPPLEMENTAL INFORMATION

In addition to meeting the minimum qualifications listed above, an individual must be able to perform each of the established essential functions in order to perform this job successfully. Must be capable of performing all basic and advanced functions required of the position. Knowledge of applicable federal, state and local regulatory laws, standards and requirements governing the work Knowledge of department policies and procedures for the preparation, production and maintenance of reports, documentation and records Skill in working independently and following through with assignments with minimal direction Ability to assess scene conditions, recognize current and potential safety hazards, and proceed with response in a manner to protect personal, team, and life safety Ability to monitor progress in managing an incident, evaluate effectiveness of current strategies, and adjust response strategies accordingly Ability to operate a computer using Microsoft Office products (Word, Outlook, and Excel) and applicable department/organizational specific software Ability to research, compile and develop clear, concise and accurate reports and associated documentation to facilitate effective decision making Ability to articulate, demonstrate and train others concerning current laws, standards, policies and procedures Ability to establish and maintain effective and cooperative working relationships with those contacted in the course of work Ability to provide exceptional internal and external customer service Ability to regularly attend work and arrive punctually for designated work schedule Ability to enforce applicable codes and regulatory standards with firmness, impartiality, and tact Ability to communicate effectively verbally and in writing Ability to organize work for timely completion

OTHER REQUIREMENTSPHYSICAL REQUIREMENTS

Depending on functional area of assignment, tasks involve the regular and, at times, sustained performance of moderately physically demanding work and may require occasional lifting, carrying, pushing and/or pulling of heavy objects or materials (up to 80 pounds). Tasks that require moving objects of significant weight require the assistance of another person and/or use of proper techniques and moving equipment.

ENVIRONMENTAL REQUIREMENTS

Tasks are regularly performed inside and/or outside with potential exposure to adverse environmental conditions (e.g., dirt, cold, rain, fumes).

SENSORY REQUIREMENTS

Some tasks require manual dexterity, in addition to visual and hearing acuity. Some tasks may involve identifying and distinguishing colors. Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require the ability to communicate orally and in writing.

EMERGENCY RESPONSE AND ESSENTIAL EMPLOYEE

STATEMENTEvery City employee has emergency response responsibilities, though not every position will be considered an essential employee during an emergency event. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee’s official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
