YOUR PURPOSE
Are you passionate about building stronger, safer, and more vibrant communities? The City of High Point is seeking a driven and detail-oriented professional to join our team as a Local Codes Supervisor.
In this pivotal role, you’ll lead the Local Codes Division, guiding efforts that directly impact housing quality, neighborhood appearance, and overall livability across our city. From nuisance abatement to minimum housing and zoning enforcement, your work will support the City’s mission to enhance property values, eliminate unsightly conditions, and ensure a high quality of life for all residents.

Essential Tasks
WHAT YOU’LL DO
- Performs duties in alignment with the City’s mission, vision, values, and annually adopted goals;
- Interprets, enforces, and educates the public on the City’s Local Codes Ordinances;
- Stays informed on North Carolina General Statutes affecting code enforcement activities;
- Assists the Director in developing and implementing action plans to meet department and community objectives;
- Oversees, monitors, and extracts reports for the Local Codes section using Accela software;
- Plans, supervises, and evaluates work of Local Codes Enforcement Officers;
- Utilizes City software including Word, Excel, PowerPoint, Outlook, Performance Pro, SumTotal, Cayenta, Questica, and Lawson;
- Manages all division activities related to minimum housing code, zoning compliance, and nuisance abatement using the City’s Development Ordinance and MuniCode;
- Develops, implements, and reviews division policies, procedures, and goals, including those set by City Council, Management, and the Community Development Director, in coordination with Planning & Development and Inspection Services;
- Coordinates activities with other City departments (e.g., Police, Fire) and external agencies;
- Leads development of a goal-driven division work plan; assigns and coordinates projects, monitors workflow in Accela, and evaluates outcomes and methods;
- Prepares and manages the division’s annual budget, approves and monitors expenditures;
- Provides or coordinates training and certification; supports employee professional growth;
- Handles personnel actions including recruitment, selection, evaluation, promotion, and discipline;
- Assists the Community Development Director and City Manager; participates on boards, task forces, and special projects as needed;
- Authorizes legal action and administrative warrants; testifies in court when required;
- Recommends enforcement cases to the City Attorney for legal action;
- Participates in or provides testimony during appeals before boards or commissions;
- Responds to citizen inquiries and complaints, including complex or sensitive issues;
- Applies mediation, negotiation, and conflict resolution in high-profile enforcement cases;
- Presents staff reports on code enforcement at Council and Committee meetings;
- Speaks at public meetings, workshops, and conferences as a representative of the City;
- Attends community meetings to provide updates and gather input on enforcement activities;
- Assists other inspectors and Community Development staff as needed;
- Ensures all work complies with OSHA and City Safety Standards and Policies.

Education & Experience
- High school diploma/GED AND at least five (5) years of progressively responsible experience in code enforcement or a related enforcement field
- Three (3) years in a supervisory or leadership capacity.

Knowledge Requirements - Thorough understanding of code enforcement principles and procedures, especially in minimum housing, nuisance abatement, and zoning.
- Strong grasp of supervision, personnel management, and staff development.
- Ability to develop, direct, and manage a comprehensive code services program.
Other Requirements - Must possess a valid North Carolina Driver’s License or the ability to obtain one within a specified timeframe.
- Willingness to attend community meetings, work evenings as needed, and represent the City in various public forums.
PREFERRED QUALIFICATIONS
- Level I Certification or higher in building, plumbing, mechanical, and/or electrical issued by the NC State Code Qualifications Board, or ability to obtain Level I Building Certification within 12 months of hire.
