The incumbent is responsible for the supervision of all aspects of the residential detention program; the facility, the staff, the residents and all activities occurring on that shift. Work is performed on a full or part-time basis at a variety of locations and settings. The program operates 24 hours a day every day of the year. Work is performed under the general supervision of higher-level administrative and professional employees of the Department. Supervision is exercised over Youth Detention Workers on that shift and other lower level staff. Does related work as required.
TYPICAL WORK ACTIVITIES
Supervises the process and completes the intake of juveniles referred or directed into an Erie County Detention program; Completing an assessment packet and interview including reasons for referral, historical and biographical data, to include health, mental health and suicide screenings, service needs assessments, and determines possible alternatives to long-term Detention care; Supervises all staff assigned on his/her shift and coordinates all operations at the center; Maintains or supervises the records at the Detention Center, admissions/discharges, daily child records, critical incident review procedures, operations, maintenance, which are reviewed and utilized by the administrative and professional social work staff; Ensures that the welfare of the residents is maintained by having sufficient staff on each shift, calls in replacement staff as needed, maintains ordered levels of supervision; Arranges for the emergency transportation of children for medical or psychiatric care from Detention to hospitals or other facilities; Coordinates the admissions, discharges and emergency requirements of contract Detention programs.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
Thorough knowledge of regulations of the New York State Officer of Children and Family Services, Family Court Act and policies and procedures regarding Juvenile Detention; good knowledge of modern methods of institutional management and care of children on residential centers; good knowledge of mental health and medical considerations in screening children referred for admission; good knowledge of case recording techniques and file management; ability to supervise staff in both normal and problem situations; ability to work with youth in a custodial setting, including ability to perform appropriate physical restraints; ability to write clear, concise, meaningful and thorough reports; ability to relate effectively with and manage defiant, aggressive and emotionally disturbed children; initiative; resourcefulness and dependability; good judgment and sound decision making; computer literacy; capable of performing the essential functions of the position with or without reasonable accommodation.
MINIMUM QUALIFICATIONS
A.) Possession of a Bachelor’s Degree•and three (3) years of experience working with high-risk youths in a public or private institution B.) Completion of sixty (60) semester hours•and five (5) years of experience working with high-risk youths in a public or private institution; or C.) An equivalent combination of training and experience as defined by the limits of (A) and (B)
