The Deputy Commissioner of Women’s Services is responsible for providing executive leadership and strategic oversight of all correctional operations, programs, and services for the female inmate population within the Alabama Department of Corrections. This role ensures the effective management of staff, facilities, and resources to promote safety, security, and gender-responsive practices in compliance with state and federal regulations. The Deputy Commissioner will lead the development and implementation of policies, initiatives, and rehabilitative programs tailored to the unique needs of women in custody, with a focus on trauma-informed care, reentry preparation, family reunification, and reducing recidivism. This position plays a critical role in shaping the Department’s long-term vision for women’s correctional services.
Key Responsibilities:
Executive Leadership & Strategic Oversight:
Provide executive-level leadership over all ADOC facilities and operations housing female inmates. Ensure the consistent and effective implementation of correctional strategies, policies, and reforms aligned with the Department’s mission and public safety objectives. Oversee budget planning, resource allocation, and fiscal accountability for women’s correctional operations. Lead, supervise, and support institutional wardens, program directors, and operational staff across women’s facilities.
Gender-Responsive Correctional Services:
Develop and implement evidence-based, gender-responsive policies, programs, and services that address the unique needs of incarcerated women. Promote trauma-informed care, family reunification, parenting support, and mental and physical wellness for female inmates. Ensure that facility design, housing, classification, and discipline systems align with best practices in women’s corrections.
Health & Behavioral Health Collaboration:
Collaborate with the Deputy Commissioner of Health Services and behavioral health leaders to ensure that women in custody receive timely and appropriate medical and mental health care. Support the development of integrated care models that address histories of trauma, substance use, and co-occurring disorders common among the female population. Participate in strategic health planning, including response protocols for medical emergencies or public health crises.
Programmatic Development & Rehabilitation:
Work with the Deputy Commissioner of Programs to expand rehabilitative, educational, vocational, and reentry programs tailored to the female population. Monitor the quality, accessibility, and effectiveness of programming to promote successful reentry and reduce recidivism. Support efforts to engage community partners, volunteers, and reentry service providers specific to women’s needs.
Facility Security & Classification Oversight:
Provide oversight of security operations, classification, and inmate placement across women’s facilities to ensure safety and order. Ensure compliance with safety protocols, conduct regular reviews of security practices, and implement improvements as needed. Coordinate with internal security leaders and external law enforcement during emergencies or critical incidents.
Compliance, Policy & Reporting:
Ensure operational compliance with all applicable state and federal laws, court orders, PREA standards, and departmental regulations. Develop, update, and enforce policies and procedures that reflect current best practices in the management of female inmates. Prepare and deliver executive-level reports, updates, and strategic recommendations to the Commissioner, executive staff, and oversight bodies. Serve as a liaison with advocacy groups, oversight entities, and community stakeholders engaged in women’s justice reform.
Qualifications Education:
Bachelor’s degree in criminal justice, public administration, behavioral sciences, or a related field is required.
Experience:
Minimum of 10 years of progressive correctional experience, including at least 3-5 years in executive-level leadership roles such as Warden, Regional Director, or equivalent. Demonstrated expertise in managing operations within women’s correctional facilities or programs. Strong background in gender-responsive correctional practices, trauma-informed care, or specialized inmate populations is highly desirable. Proven experience in policy development, strategic planning, and budget oversight.
