Responsible for the identification, collection, documentation, preservation, and analysis of physical evidence at crime scenes. Interacts and communicates with various groups and individuals such as the immediate supervisor, subordinates, other Department supervisors and employees, attorneys, City personnel, court personnel, sales representatives, and the general public. The position requires strong leadership, technical expertise in forensic science, and effective communication skills.

EXAMPLE OF DUTIES

Supervises Crime Scene personnel in the collection, examination, preservation, documentation, and analysis of evidence, including materials that may be biologically, chemically, or radiologically hazardous.

Assigns work, develops and implements schedules, delegates tasks, and provides direction for field activities.

Prepares and conducts performance evaluations; initiates and implements disciplinary actions when necessary.

Provides guidance and support on complex investigative matters.

Handles citizen complaints and inquiries related to subordinate staff.

Assists with annual budget development, monitoring, and justification of capital expenditures for equipment and forensic resources.

Ensures the availability of necessary equipment and supplies for daily tasks; orders supplies, as needed.

Coordinates and conducts training programs for Crime Scene personnel and sworn officers; develops training materials and bulletins.

Serves as the Department’s Latent Print Administrator.

Responds to and manages crime scenes, ensuring accurate identification, collection, and preservation of physical evidence.

Operates a vehicle, two-way radios, cameras, fingerprint kits, crime scene processing equipment and other police-issued equipment.

Documents crime scenes through photography, video, sketches, and written reports.

Prepares evidence for courtroom presentations and testifies in court as an expert witness, as needed.

Contributes to the development and review of departmental policies and procedures.

Performs other related duties, as assigned.

SUPPLEMENTAL INFORMATION

This position follows a standard schedule of four (4) 10-hour workdays per week (e.g., Monday through Thursday or Tuesday through Friday), totaling 40 hours. However, the schedule may be extended due to emergencies, disasters, staff shortages, active investigations, or ongoing work.

The incumbent is required to be on-call and may be subject to callback during evenings, weekends, and holidays. Availability to respond to critical incidents or crime scenes outside of regular working hours is mandatory.

Must be physically able to operate various types of equipment, including but not limited to: department vehicles, radios, telephones, cameras, fingerprinting equipment, flashlights, first aid kits, fire extinguishers, and basic hand tools (e.g., pry bars, tape measures, hydrant wrenches).Requires the ability to exert up to 10 pounds of force occasionally and/or a negligible amount frequently to move objects. Physical activities exceed those of sedentary work and may include prolonged standing or walking; stooping, kneeling, crouching, climbing, and balancing; occasional running or physical exertion in the field; and lifting and carrying equipment or evidence weighing up to 50 pounds.

Must be capable of working in physically and emotionally challenging environments, including exposure to morbid or traumatic crime scenes; unpleasant sights, smells, or circumstances; and individuals experiencing psychological distress or exhibiting abnormal behavior.

Requires specific vision abilities, including close vision and the ability to adjust focus. Work environments may vary from quiet indoor settings to outdoor or high-traffic areas with moderate noise levels. Must be able to remain focused and perform duties under pressure, particularly when working under strict deadlines or in high-stress situations.
