Davidson County General Statement of Duties To investigate and gather the necessary information for overpayments, underpayments and suspected fraud in Income Maintenance programs. Distinguishing Features of the Class An employee in this class is responsible for investigating reports of possible fraud and abuse to detect, prevent, correct and prosecute individuals who were not eligible to receive those benefits, recouping the overpayment and determining if overpayment could have been prevented. That information is then shared for training purposes. This position is responsible for making the decision as to the final resolution of Program Integrity cases; referring cases for court when deemed necessary; referring cases for administrative action. Works under the regular supervision of the Income Maintenance Supervisor. Illustrative Examples of Work
- Receives reports of fraud from inside and outside of the agency.
- Determines if action is needed.
- Notifies staff of reports to help prevent future fraud.
- Obtains evidence from multiple sources and contacts.
- Reviews evidence obtained to determine if there is any actual fraud or if it’s agency error.
- Determines the amount of any possible overpayment by using the appropriate policy from each program area and applying that policy to calculate the amount of overpayment.
- Applies rules for prosecution standards for each case to determine the appropriate action to take.
- Completes fraud summaries, warrants, hearing notifications, claim cards and correspondence for claims.
- Completes requests from other Counties and States regarding dual participation.
- Responds to debtor requests for various reasons.
- Updates debtor statuses in EPICS and NCFAST,
- Attends hearings at the County and State court levels.
- Provides copies of overpayments and investigative records to debtors and State program integrity staff.
- Works with agency fiscal staff
- Provides training to staff on the program integrity process
- Acts as agency hearing officer, as needed
- Supports other programs, in times of high volume
- such as assisting with LIEAP or with Medicaid, FNS etc as needs arise Adheres to federal, state, county and department rules, regulations, and policies This position performs mandatory Shelter Duty should the need arise and is a mandatory emergency shelter duty team member

- Thorough knowledge of manuals, rules, and procedures used in determining eligibility
- Thorough knowledge of investigative procedures and techniques
- Thorough knowledge of NCFAST
- Ability to recognize, collect, and evaluate evidence to support actions.
- Good mathematical reasoning and computational skills
- Ability to communicate effectively with applicants, community agencies, law enforcement agencies, and judiciary personnel to obtain or present pertinent data, and to negotiate agreement and/or cooperation
- Ability to present information orally or in written form
- Considerable knowledge of agency’s organizational rules, policies, and procedures.
- Must have good organizational skills in order to create and process fraud claims.
- Thorough knowledge of rules, regulations, policies, and procedures of the judicial system.
- Ability to maintain effective working relationships with other employees, the general public, and the judicial system Physical Requirements
- Must be able to sit for extended periods of time, viewing a computer monitor/using a keyboard and mouse
- Must have close visual acuity to prepare and analyze data and figures, perform accounting, work on the computer and perform extensive reading, viewing evidence when researching, etc
- Must be able to perform the basic life operational support functions of stooping, kneeling, fingering, grasping, talking, hearing and repetitive motions.
- Must be able to perform sedentary work exerting up to 25 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to move objects.
- Nature of Working Conditions
- Employees are subject to working with agitated clients and heavy workloads.
- Nature and Potential of Personal Hazards
- Clients may at times be verbally abusive due to their extreme situations or their emotional problem, but generally physical harm is unlikely on an ongoing basis.
- Employee is subject to both environmental conditions: Activities occur inside and outside. Education and Experience
- An Associate Degree in Human Services Technology, Social Services Associate, Paralegal Technology, Criminal Justice, Business Administration, Secretarial Science or closely related curriculum and two years of experience as an Income Maintenance Caseworker or Investigator; or, graduation from high school and three years of experience as an Income Maintenance Caseworker or Income Maintenance Investigator; or graduation from high school and two years of investigative experience in credit, legal, or law enforcement work plus eighteen months of experience as an Income Maintenance Caseworker or Income Maintenance Investigator; or an equivalent combination of training and experience.
Licenses and Certifications
- Valid North Carolina Driver License.
