General Description
This is a non-sworn, civilian position within the Investigations Division of the Police Department. The Investigative Specialist is responsible for conducting timely and thorough investigations into various misdemeanor crimes, including but not limited to fraud, petty theft, vandalism, and minor assaults. This position involves reviewing police reports, researching criminal history, contacting other law enforcement agencies, and conducting interviews with victims, witnesses, and other involved parties.
Reports to a Police Sergeant or higher-ranking supervisor within the Investigations Division and is expected to work both independently and collaboratively to support criminal case development.
Essential Job Functions
This is not intended as a comprehensive list; it is intended to provide a representative summary of the major duties and responsibilities. Incumbent(s) may be required to perform all duties listed, and may be required to perform additional, position-specific tasks.
Conduct investigations into assigned misdemeanor-level cases, including: fraud, theft, vandalism, and minor assaults.
Reviews and analyzes police reports, public records, criminal histories, and other case documentation.
Conducts criminal checks using NCIC/FCIC, Clerk of Courts, and other law enforcement or public databases.
Communicates with other law enforcement agencies to collect or verify investigative information.
Conducts telephone interviews with victims, witnesses, and involved parties to obtain statements or clarifying information.
Compiles, organizes, and documents findings in detailed investigative reports for internal use and potential prosecution.
Assists sworn personnel with follow-up investigative tasks and information gathering.
Maintains accurate records of all investigative activities in accordance with Department procedures.
Perform other related duties, as assigned.
Minimum Qualifications

Knowledge, Skills and Abilities:

Knowledge of modern law enforcement principles, procedures, techniques, and equipment. Knowledge of applicable laws, ordinances, and department rules and regulations. Proficient in the use of personal computers and related software, including Microsoft Word, Excel, PowerPoint, Outlook, and mapping software. Experience with

CJIS, OSSI, EDEN, FCIC, NCIC, ALPR

software, and public databases.
Skilled in conducting investigations and interviews. Skilled in analyzing and categorizing data, identifying patterns, and applying statistical research techniques. Ability to interpret intelligence data, conduct analytical investigations, and evaluate information for validity and reliability.
Strong written and verbal communication skills; capable of presenting findings clearly and concisely. Ability to express ideas clearly and concisely, both orally and in writing. Ability to make discretionary decisions pertaining to confidential crime/intelligence matters. Ability to handle confidential information with discretion and sound judgment. High level of initiative, self-motivation, and strong interpersonal skills. Ability to manage time efficiently and prioritize tasks.

Education & Experience Requirements:

Requires a high school diploma or GED; with a minimum of minimum of two (2) years of experience in law enforcement, investigations, legal support, or a related field. Experience with criminal case management systems and public records databases preferred. Associate’s or Bachelor’s degree in Criminal Justice, Criminology, or a related field preferred. Must possess and maintain a valid Florida driver’s license and satisfactory driving history throughout employment. Applicants qualifying for employment will be subject to a polygraph examination and an extensive background screening.

The employee must occasionally lift and move up to 20 pounds. Specific vision abilities required by this job include close vision, ability to see in dimmed lighting and the ability to adjust focus. The noise level is quiet to moderately loud. Sometimes work is stressful when working under stringent time constraints. Work is performed in a temperature controlled modern office setting, mostly from a seated position at a modular workstation. Local travel may be required to gather evidence or conduct in-person interviews. May require flexible hours, including evenings and/or weekends, based on investigative needs.
