QUESTIONS
Position Information
The purpose of this classification is to conduct investigations to determine the cause and origin of fires or to process employee concerns and problems and manage processes related to testing of applicants, background investigations, hiring of new employees and misconduct investigations of current employees
Essential Functions
Conduct internal investigations involving complaints, policy violation and employee conduct
Manage background investigations for applicants to public safety positions
Evaluate and document personnel issues, analyze behavioral trends, and compile investigative reports
Interview employees, supervisors, and witnesses in sensitive or confidential matters
Maintain strict confidentiality in managing records, transcripts and evidence
Provide recommendations to command staff based on findings and analysis
Ensure legal compliance and proper investigative protocol throughout all professional standards processes
Supports legal proceedings and interagency operations
Testify in administrative hearings and court as needed
Participate in interagency task forces or working groups relevant to fire or professional standards investigations
If assigned to

Arson:

Lead independent investigations into the origin and cause of fires
Collect, photograph and preserve evidence; conduct witness and suspect interviews
Prepare detailed case reports and testify in legal proceedings as necessary
Coordinate with insurance companies, prosecutors, law enforcement, and fire service professionals on open cases
Monitor arson trends, maintain case files, and support fire prevention efforts through investigative insights
May perform some duties using the incident command system, mass casualty incident protocols and the field operations guidelines applicable to the nature, extent, and type of incident
Performs other related duties as assigned
Minimum Qualifications
High School Diploma or GED, supplemented by vocational or technical training; supplemented by two years of experience as a Fire Investigations Technician or three years of experience in public safety or criminal investigations
Licenses and Certifications
Must possess and maintain a valid Driver’s License If assigned to the

Office of Professional Standards:

Must possess and maintain POST Peace Officer or POST Arson Investigator certifications Firefighter certification is preferred, but not required
Physical Abilities
Tasks require the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 100 pounds)
Sensory Requirements
Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals Some tasks require the ability to communicate orally
