Position:
The Director ensures that investigations of criminal activity reported by private citizens, insurance companies, governmental entities, law enforcement agencies and other industries regulated by NCDOI are thoroughly investigated. CID routinely works with the Special Investigative Units (SIU) of insurance companies, the National Insurance Crime Bureau (NICB), the National Association of Insurance Commissioners (NAIC), NCDOI regulatory divisions, other state and federal law enforcement agencies, state government agencies, and various commissions and boards in the performance of job duties. The Director assists and directs activities of CID such that coordinated high level technical assistance and resources are provided to all cases. The primary investigative focus is directed at the detection, apprehension and criminal prosecution of persons, companies and/or other entities identified during criminal investigations. This position collaborates with state and federal law enforcement officials from other jurisdictions on investigations and in the apprehension and detention of suspects. The Director develops and implements divisional goals and objectives, long-range plans, policies and procedures to maintain and improve the operational efficiency and fiscal management of the division. The Director makes the final decision on all matters involving the prosecution of fraud. This position is responsible for analyzing fraud data to determine industry trends and to develop strategies to resolve. This employee also recommends changes to North Carolina statutes to address areas of concern. This position is additionally responsible for the development and implementation of procedures to be utilized for emergencies, serious crimes and accidents. The Directors makes final decisions as to the courses of action and protection of citizens, property and divisional and departmental personnel. The position advises and consults with NCDOI management in developing procedures to protect employees and in assisting NCDOI personnel by performing complex tasks during life threatening emergencies. The Director serves as the primary point of contact between NCDOI and all other law enforcement agencies. The Director plans and directs the activities of the division in accordance with state standards for law enforcement officers and policies and procedures. The Director implements training programs in compliance with procedures of the NC Criminal Justice Standards and Training Division and state statutes. In addition, this position is responsible for ensuring that employees engage in training programs that address national concerns on matters involving fraud. The Director prepares monthly statistical crime reports and other mandated state required statistical informational reports. This position has instituted the use of a national criminal database for the collection of its data. In addition, the position has equipped all sworn law enforcement personnel with equipment such that information necessary for investigations is easier to access.

Ability to review investigations and provide guidance and assistance concerning procedures to be followed in completing an investigation, including investigate criminal cases, make arrests, prepare comprehensive and detailed reports pertaining to individual cases, present effective court testimony, and apply the principles, techniques, and procedures of modern criminal investigations.
Ability to apply the criminal statutes of North Carolina to criminal investigations, evidence collection, legal processes, arrest, and courtroom procedures and practices.
Proficient in the use of firearms and other equipment used in the collection and preservation of evidence. Minimum Education and Experience Requirements Bachelor’s degree in criminal justice or related field from an appropriately accredited institution and six years of experience in law enforcement or investigative work; or an equivalent combination of training and experience; and certification as a sworn law enforcement officer in accordance with the provisions of the North Carolina Criminal Justice Training and Standards Commission Director is strongly encouraged to obtain professional certifications that include Certified Fraud Examiner (CFE) Certified Insurance Fraud Investigator (CIFI) Administrative Officers Management Program (AOMP) Law Enforcement Executive Program (LEEP) Southern Police Institute (SPI) FBI National Academy. Five years of law enforcement management experience is required. This includes working in the capacity of a Sergeant or higher rank with a local, state or federal law enforcement agency. Management prefers 10 years of law enforcement management experience.
