Minimum Qualifications:
Twelve (12) years of law enforcementinvestigative experience. AND Current NYS basic course for policeofficer certification and New York State residency at the time ofappointment. AND Possession of a valid
NYS Driver’s LicenseSubstitutions:
An associate’s degree may be substituted for twoyears of law enforcement investigative experience; OR A bachelor’sdegree may be substituted for four years of law enforcementexperience
- Law enforcement investigative experience must includeindependent investigative experience interviewing and interrogatingwitnesses and suspects in criminal investigations; collecting andanalyzing data and evidence; writing, summarizing, and documentingcase narratives, reports and interviews; and offering testimony atcriminal proceedings, grand jury suppression hearings, and criminaltrials specific to the roles and responsibilities of a criminalinvestigator in a police department or sheriff’s office.
Additionally, qualifying law enforcement experience must includemanaging multiple criminal investigations as a detective and beingresponsible for completing all aspects of full investigations toinclude conducting photo identification procedures, conductingfield operations such as search warrants and arrests, andcoordinating with other law enforcement agencies.
Non-qualifyingexperience includes:
Routine police patrol work, trafficenforcement, building surveillance, tax collection, collection ofdelinquent accounts, skip tracing, credit checking, auditing,employment interviewing, hotel or store detective, correctionofficer, guard, inspector or security related positions, or anyother position which does not involve the level of law enforcementinvestigative experience described above. Positions that do nothave the law enforcement experience described above
WILL NOT
beconsidered qualifying experience.
Preferred Qualifications:
Inaddition to meeting the minimum qualifications, the preferredcandidate would also possess experience in the direct provision ofservices which may include the care, review, investigation,assessment, treatment, or case planning for person(s) in facilitiesor programs covered by the Protection of People with Special NeedsAct of 2012, which includes facilities or providers providing careto vulnerable persons within the State Oversight Agencies (SOA).The SOA agencies include the NYS Office of Mental Health, NYSOffice for People with Developmental Disabilities, NYS Office ofAddiction Services and Supports, NYS Office of Children and FamilyServices, NYS Department of Health, and NYS Education Department.
Duties:
The Internal Investigator 2 (Criminal) will be responsiblefor the following duties:
- Perform pre-adjudication investigationsand assist other investigators. Trace, interview, and subpoenawitnesses, victims, and suspects in civil cases; obtain statements,documents and related evidence for use in court.
- Conductinvestigations of a wide variety of civil complaints, includingsuch areas as: allegations of abuse and/or neglect, financial anddeath investigations.
- Examine court, public and governmentalrecords needed for investigation; in the preparation of evidencefor trial by taking photographs, preparing diagrams, charts, etc.
- Assist in the investigation of criminal offenses.
- Preparenarrative reports to effectively communicate the results ofinvestigations to appropriate parties.
- Coordinate the appearanceof witnesses at adjudication proceedings and explain procedures tothem.
- Testify in adjudication proceedings concerning evidencegathered in investigations.
- Serve as a liaison and coordinateinvestigative activities with investigators and law enforcementofficers from various agencies.
- Serve civil process documents;make recommendations regarding case disposition.
- Operatecomputers, photographic and recording equipment, and other relatedinvestigative equipment and resources.
- Respond to incident scenesto collect evidence and interviews witnesses, victims or suspects.
- Serve as lead investigator on complex and/or criticalinvestigations.
- Perform field training and evaluation ofprobationary investigators.
