Job Summary:
The position is skilled atmanaging unique problems that are abstract in nature and spanacross disciplines and/or businesses, as well as making decisionswithin the context of long-term goals and objectives of thebusiness. This position has final decision-making authority ontechnical matters in his/her disciplines. This position is arecognized thought leader, both within and outside theorganization, in the area of specialization. This position isresponsible for developing and implementing new services,processes, standards, or operational plans that have a significantimpact on the achievement of functional results. This positionmakes decisions and recommendations that have a long-term impact (3- 5 years) on the organization and requires regular communicationwith senior leadership on matters of strategic importance.
EssentialFunctions:
Defines project elements and processes required to meet clientneeds, participating in and coordinating preparation of bids andpromoting and maintaining client relationships. Overseesperformance to contracts through shared planning and monitoring ofwork orders and deliverables with engineering, construction, andvarious other disciplines. Leads major projects or multiple moderate projects with complexelements and a broad scope of responsibilities, through strongprofessional and technical leadership to ensure successfulcompletion. Coordinates with project management to execute project plansand directly supervise the teams’ design and technicaldelivery. Promotes and maintains client relationships through all projectphases, including presenting directly to the client on technicaland design solutions. Serve as a firm ambassador to win newwork. Recommends and implements strategy in support of long-termgoals and objectives of the business. Serves as a thought leaderboth inside and outside the organization. Serves as a discipline leader, subject matter expert, andtechnical resource for discipline and related program activities,including active participation in discipline quality improvementand assurance activities and recommending new practices or changesin emphasis for professional services based on the latest methods,best practices, technological innovations, and developments. Leads the development and application of company-wide standardoperating procedures and technical requirements for projects anddiscipline deliverables. Maintains professional registration and licensure by ensuringconformance with professional, ethical, educational, and disciplinepractice requirements. Remains knowledgeable of all applicablefederal, state, and local codes, criteria, regulations, andordinances that are pertinent to respective discipline. May supervise direct reports, including hiring, coaching,performance reviews, development conversations, and productivitymanagement. Performs all other duties as assigned and within scope ofpractice.
Minimum Qualifications:
Requires a bachelor’s degree in Engineering from an ABETaccredited program or equivalent experience. Minimum 20 years relevant experience. Recognized as a thought leader in area of expertise andspecialization. Proven experience leading the development and implementation ofnew services, processes, standards, or operational plans withsignificant impact on the achievement of results. This alsoincludes previous experience making decisions and recommendationsthat have a long-term impact (3 to 5 years) on theorganization. PE license required. Proficient in production software and construction documentproduction. Must possess excellent oral and written communications skills,including ability to communicate with senior leadership on mattersof strategic importance. Must have the ability to effectively interact with and buildstrong relationships with clients, customers, contractors, andother key stakeholders. Proven ability to successfully addresschallenging or potentially controversial issues in a soundprofessional and business-like manner. Proven background andability to make decisions that have significant impact to anorganization. This includes developing and executing on operationalstrategies and plans with direct impact on results.
PreferredQualifications:
Has a successful background managing multi-discipline PD&Eteams made up of engineers, scientists, environmental specialists,and public engagement professionals. Has a successful history of delivering various levels ofenvironmental documents including State Environmental ImpactReports, Categorical Exclusions, Environmental Assessments /Finding of No Significant Impacts and Environmental ImpactStatements. Has experience developing improvement alternatives for varioustypes of roadway projects including new alignments and expansion ofexisting facilities. Has experience delivering PD&E studies for a wide varietyof FDOT highway projects, including Limited Access Expressways,Tolled Expressways, Urban Arterial Reconstruction and Widenings,intersection, and interchange modifications. Has a strong understanding of the traffic forecasting process,interchange modification and justification reporting process, andPurpose and Need statement creation. Has refined written and oral communication skills. Understandsthe power of presentations and the importance of communicating withnon-technical individuals. Is very comfortable speaking to large groups, elected boardsand various public officials. Familiar with the
FDOT SWEPT
system and requirements. Strong command of the
FDOT PD&E
Manual and ETDMprocess. Has experience delivering FDOT District Wide and/or ContinuingServices Contracts. Has well-established contacts within FDOT Districts Four andSix. Has identified and captured a variety of FDOT PD&E and/orTransportation Planning project contracts. Has extensive experience with the FDOT procurement process andresources. Can lead the development and finalization of standardletters of interest, expanded letters of interest, oralpresentations, and interviews. Understands the importance of being well prepared for large andsmall meetings and has the ability to think on their feet and pivotquickly when the situation warrants. #J-18808-Ljbffr
