STATEMENT OF JOB

The Lead Permit Specialist supports the division by performing various complex permitting tasks and providing excellent customer service to internal and external stakeholders through multiple communication channels (phone, in-person, or email). This position requires a thorough understanding of permitting processes, leadership skills to guide and train lower-level staff, and the ability to operate independently and collaboratively with minimal oversight. Responsibilities demand a high degree of initiative, sound judgment, and leadership in coordinating office functions under the guidance of the Division Manager.

SPECIFIC DUTIES AND RESPONSIBILITIES
Essential Functions:

Perform all permitting duties and responsibilities of a Permit Specialist, including all building permit intake and processing and assisting customers in person, via phone, and by email. Provide guidance and training to lower-level staff, interns, and temporary employees as needed. Manage intake, assignment, and review of commercial permit applications. Triage administrative permits, such as vendor, filming, and food truck permits, for processing and final approval by the Division Manager. Coordinate the permit process with internal departments (Building, Zoning, Engineering, Arborist) and external agencies to ensure compliance with applicable regulations. Perform records research to verify project history and compliance. Read and interpret construction blueprints, plans, and specifications to facilitate permit issuance. Calculate permit fees, record transactions, issue receipts, and reconcile revenues as appropriate. Maintain and update daily reports, including administrative reports of base fees, customer contact logs, and permit issuance counts. Communicate city procedures and permitting requirements clearly and tactfully to the public and contractors. Ensure adherence to established customer service standards and operational policies. Perform other related work as required.

KNOWLEDGE, SKILLS, AND ABILITIES

Strong understanding of the overall permitting process, including plan reviews for Building, Zoning, Engineering, Arborist, and Inspections. Ability to identify components of construction documents, blueprints, and specifications. Excellent customer service skills with the ability to handle inquiries and resolve issues tactfully. Proficiency in navigating the internet, technologies, and general PC use. Effective verbal and written communication skills. Ability to perform accurate calculations and maintain financial records. Strong organizational skills and attention to detail. Ability to work both independently and as part of a team in a fast-paced environment

MINIMUM EDUCATION AND TRAINING

Associate degree required; supplemented by vocational or technical training preferred. Three (3) years of experience in general office work, customer service, permit processing, or a related field required. One (1) year of experience in a lead or supervisory role preferred. Minimum of one (1) year working as a Permit Specialist for a local government required Permit Technician certification required or must be obtained within six (6) months of hire. Any combination of education, training, and experience that provides the requisite knowledge, skills, and abilities for the job will be considered.

Physical Requirements:

This position classifies the physical exertion requirements as light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Some tasks require the ability to perceive and discriminate visual cues or signals. Some tasks require that ability to communicate orally. Essential functions are regularly performed without exposure to adverse environmental conditions.
