The candidate will perform the following tasks on
Fort Eisenhower:
- Assist in ensuring compliance with all applicable Federal, State, and local regulations and permit requirements to include, but not limited to the Clean Water Act, the Georgia Water Quality Control Act, the Georgia Erosion and Sedimentation Act, the National Pollutant Discharge Elimination System (NPDES) permits, 404 permits, and various local laws and ordinances.
- Conduct and document inspections of municipal facilities, outfall structures, instances of illicit discharges, receiving waters, stream walk surveys, municipal system components that convey stormwater, and advanced BMPs.
- Conduct facility and construction site inspections for compliance with NPDES and MS4 permit(s) and best management practices.
- Utilize GPS equipment to collect MS4 structure coordinates and provide to the GIS Specialist for integration into the eGIS and inspection databases.
- Correspond with various project proponents for project submittals, permitting, inspections, and project completion.
- Review, update, and implement the Stormwater Pollution Prevention Plan (SWPPP) and the Stormwater Management Plan (SWMP).
- Maintain a water quality compliance library (electronic and hard copy) with applicable permits, reports, spreadsheets, and correspondence to demonstrate compliance.
- Update and run reports from the construction stormwater project tracking database.
- Prepare reports, briefings, maintenance requests, educational materials, outreach newsletters, and correspondence and attend meetings, as requested.
- Support compliance with the Industrial NPDES Permit and the MS4 (Municipal) Impaired Waters Program to include development and implementation of management plans and annual reporting to regulatory agencies. Specific Qualifications
- A degree in Environmental Science, or related field, and at least three (3) years of experience in environmental compliance, specifically water quality.
- Georgia Erosion and Sediment Control Certification for Level 1B Regulatory Inspector and Level II Introduction to Design is desired, ability to obtain is required.
- Experience taking surface water samples, completing chain-of-custody forms, and interpreting analytical data.
- Experience collecting GIS data utilizing GPS equipment.
- Knowledge of applicable Federal and State regulations and ability to understand and implement permit requirements. Experience in Georgia and on military installations is desired.
- Excellent written and verbal communication skills to include experience preparing regulatory reports (e.g., MS4 Annual Report, IGP Annual Report, etc.).
- Strong MS Office and database management skills. Knowledge of MS SharePoint and PowerApps is desired.
- A valid state driver’s license.
- The ability to conduct day-long inspections and sampling which requires long periods of walking over varying terrain. Inspections are conducted year-round and during harsh weather conditions. Must be physically capable of lifting, removing, and replacing heavy manhole covers utilizing appropriate tools.
- Able to pass a drug screening and government background investigation/obtain favorable National Agency Check with Inquiry (NACI).
