Stennis Space Center, MS 39529 General Description Under general direction, The Air Quality Manager will support environmental compliance efforts at NASA’s Stennis Space Center (SSC). This position is responsible for overseeing all aspects of air emissions management in accordance with federal, state, and local regulatory requirements, including the development, implementation, and maintenance of air permitting, emissions reporting, compliance inspections, and air quality data systems. The successful candidate will serve as a technical expert, working closely with site personnel, regulatory agencies, and contractors to ensure that NASA’s Title V operating permits and broader air quality obligations are fully met. How You Will Fulfill Your Mission Manage the preparation, submission, and maintenance of air permit applications, including Title V and Prevention of Significant Deterioration (PSD) permits. Lead air emissions inventory development and reporting efforts, including greenhouse gas (GHG) reporting, in compliance with regulatory and permit-specific requirements. Coordinate and review stack testing, fuel analysis, and visible emissions observations. Conduct compliance inspections of emission sources and pollution control equipment. Develop and deliver training related to air permits, emissions compliance, and ozone-depleting substances. Track and maintain comprehensive records for all air program activities, including emissions data, monitoring results, and training certifications. Support programmatic functions such as compliance monitoring, regulatory interpretation, and agency communications. Participate in air quality working groups and represent the program in collaborative forums. Minimum of 8 years of relevant experience in air emissions management, including permitting, compliance, and regulatory reporting. Demonstrated knowledge of federal (e.g., Clean Air Act, 40 CFR Parts 70 and 82), state, and local air quality regulations. Experience working with Title V operating permits and associated compliance obligations. Proficiency in emissions calculations and data analysis tools. Strong communication and organizational skills, with the ability to manage multiple priorities and collaborate across technical teams. Preferred Qualifications Mississippi Professional Engineer (PE) license.
