Description The mission of the Public Utilities Department is to provide the citizens of Johnston County efficient, affordable and friendly Water Supply, Water Collection and Treatment, Reclaimed Water and Stormwater Management. The Public Utilities Department is seeking a full-time Environmental Technician. An employee in this position provides professional, technical, administrative and customer service duties related to the County’s environmental regulatory programs (stormwater management, sedimentation/erosion control and riparian buffer). This position is within the Engineering and Construction Division of the Department of Public Utilities and reports directly to the Stormwater Manager. This position is open until filled. Duties and Responsibilities Oversees the Stormwater Control Measures (SCM) annual inspection program – Maintains database, issues correspondence and ensures annual inspections are completed and submitted for all SCMs within the County’s jurisdiction. Completes reviews and issues correspondence for “lot level” sedimentation/erosion control plans to ensure compliance with the County’s Sedimentation/Erosion Control Ordinance. Completes reviews and issues correspondence for “lot level” stormwater control designs. Receives, investigates and responds to stormwater and sedimentation/erosion control complaints, including field observations and communication with citizens. Receives and responds to inquiries related to stormwater management, sedimentation/erosion control and riparian buffers in Johnston County. Conduct field inspections to ensure compliance with County standards. Provides step-by-step guidance and assistance to residents, customers, citizens, developers, engineers and surveyors regarding the County’s “lot level” stormwater and sedimentation/erosion control requirements, including impervious area limitations, the homeowner stormwater program, online permitting and other departmental requirements. Other duties, as assigned. Knowledge, Skills and Abilities Knowledge of general rules, requirements and design related to stormwater management, sedimentation/erosion control and riparian buffers, including knowledge of related County policies. Ability to communicate effectively in person, by telephone and in writing, including the ability to explain technical information (stormwater and sedimentation/erosion control topics) to residents with no technical background. Ability to deal tactfully with property owners, engineers, surveyors, developers, contractors, builders, co-workers and the general public. Ability to interpret drawings and specifications, including topographic grade lines. Proficiency in spreadsheet utilization, word processing, Johnston County’s GIS (MapClick) and ability to learn project management software to be implemented by the County. Excellent analytical and problem solving skills, with the ability to identify and resolve engineering issues. Ability to work independently or as a team; Ability to establish and maintain effective working relationships Ability to adapt to changing priorities and work under pressure in a fast-paced environment. Strong organizational skills, with the ability to maintain project documentation and records. Capacity to learn and develop knowledge and skills quickly, possess self-motivation and exercise independent judgement. Physical Requirements
An employee may be required to set for long periods; talk and hear both in person and by telephone; use hands repetitively to operate, finger, handle or feel office equipment and reach with hands and arms. Must be able to lift up to 30 pounds of force occasionally and/or a negligible amount of force frequently or constantly to move objects.
Specific visual acuity for this job includes close vision, peripheral vision and the ability to adjust focus.
Full mobile skills for walking on uneven terrain and construction work sites are essential. In addition, must be able to traverse heavily wooded and overgrown terrain during adverse weather conditions. Desired Education and Experience Associates or Bachelors degree in civil or environmental engineering, environmental science, engineering technology, construction management or other related and applicable field; or any equivalent combination of education and experience. A valid NC Class “C” Driver’s License Possess or obtain a NC BMP Inspection Certification within 24 months of employment.
