Description of Work
The Breath Alcohol Testing (BrACT) Technical Specialist serves as the statewide technical leader for the staff development training, service, maintenance, calibration, and quality control of breath alcohol testing instruments and alcohol screening test devices used by law enforcement agencies across North Carolina. This position operates within the NC Department of Health and Human Services (DHHS), Division of Public Health, Forensic Tests for Alcohol (FTA) Branch. Reporting directly to FTA Branch Management, the BAT Technical Specialist oversees the daily operations of the FTA Electronics Laboratory, supervises the Branch Electronics Technician, and is responsible for ensuring the scientific accuracy and operational reliability of evidential breath testing equipment statewide.
The BrACT Technical Specialist manages a vast network of over 400 evidential instruments (Intox
EC/IR II
), more than 200 stationary testing sites, seven mobile testing units, and approximately 90 training and backup instruments. This role requires advanced experience in electronic troubleshooting, diagnostic testing, and manufacturer-level repair of digital analytical instruments. The position is responsible for conducting statewide technical servicing, performing maintenance, calibrating both evidential breath alcohol testing instruments and alcohol screening test devices, and ensuring each device operates within required scientific and legal parameters to support accurate and defensible impaired driving enforcement.
This position also oversees internal training programs for FTA staff and some external partner agencies, ensuring all personnel involved in instrumentation support are trained according to the most current procedures and scientific standards. The BrACT Technical Specialist develops and updates technical manuals, service bulletins, and instructional materials, while delivering hands-on in-service training throughout the state. The BrACT Technical Specialist is responsible for staff development training and education related to breath alcohol testing instrumentation and equipment standards. This position also provides education and technical instruction to law enforcement officers and court personnel to promote a comprehensive understanding of evidential testing procedures and their forensic reliability. In addition, this position supervises technical staff within the FTA Branch, guiding daily operations, mentoring team members, and overseeing the consistent application of quality assurance practices statewide.
The BrACT Technical Specialist is also responsible for developing and implementing long-term strategic plans and policies that drive program effectiveness. This includes evaluating program outcomes through data analysis and making necessary adjustments to enhance performance. Extensive statewide travel may be required, with some working hours in evenings and/or on weekends to meet program demands and promote traffic safety initiatives. Educational events, demonstrations, presentations, and providing support to the Branch in the Raleigh office and elsewhere may require some work at various hours. Some overnight travel is essential and mandatory. This position description is broad, and the supervisor may delegate and assign other duties to this position as needed to meet the needs of the Branch.

Experience as an instructor or presenter. Experience repairing and maintaining electronics

Management Preferences (if applicable)
- Experience as an instructor or presenter in impaired driving and/or traffic safety related topics
- Experience repairing and maintaining electronic instrumentation, preferably in a forensic, medical, or public safety environment.
- Manufacturer-certified training in evidential and alcohol screening instruments for repair and calibration at a technical or warranty-level service scope.
- Direct experience with evidential breath alcohol testing instrumentation and alcohol screening test devices used in law enforcement applications.
- Certification as a Chemical Analyst of Breath in North Carolina, including preventive maintenance certification and ASTD Instructor status.
- Experience supervising technical personnel and overseeing laboratory operations, including coordination of workflow, quality assurance, and technical documentation.
- Demonstrated experience making ethical and professional decisions that reflect positively on the organization/agency.
- Demonstrated experience independently scheduling tasks, gathering required data, resources, and materials to complete work tasks, organizing workflow, and coordinating activities to accomplish goals/objectives.
License or Certification Required by
Statute or Regulation:
- Valid NC Driver License, Class C
- NC DHHS Permit to Perform Chemical Analyses of Breath must be obtained within 45 days of hire.
- NC DHHS Certificate to Perform Preventive Maintenance must be obtained within 90 days of hire.
- Alcohol Screening Test Device Instructor Certification must be obtained within 180 days of hire.
Physical Requirements (if applicable) - Must lift, carry, and assemble and disassemble equipment weighing up to 50 pounds.
- Must drive a passenger vehicle or cargo van in traffic and for extended periods.
- Must sit for prolonged periods.
- Must climb up and down stairs repetitively
- Load-in and load-out equipment in electronics laboratory, at training, and at test sites.
- Bending and kneeling to connect/disconnect equipment.
- Operate a computer keyboard.
