The Hydraulics Unit provides hydrologic and hydraulic design recommendations and advice to all DOT personnel on surface drainage and stormwater quality matters that are required for the development of the department’s multi-modal projects during the stages of planning, design, permitting, construction and maintenance. The Unit also manages two statewide Federal compliance programs: National Pollutant Discharge Elimination System (NPDES) and National Flood Insurance Program (NFIP) and supports extreme event operations. For more information view the Hydraulics’ Unit video. We are looking for an Engineer III to work in the Highway Stormwater Program. This position will lead efforts to plan, design, and implement stormwater control strategies that support NCDOT’s compliance with water quality and NPDES permit requirements.

In this role you will:

Identify and prioritize retrofit sites for stormwater control measures (SCMs) across highways and industrial facilities, integrating water quality needs, TMDLs, and maintenance priorities.
Oversee design and construction of structural and non-structural SCMs, coordinating consultants, in-house teams, and project schedules to meet regulatory deadlines.
Manage compliance credit tracking through the Stormwater Control Management System (SCMS) and implement system improvements with IT support.
Lead evaluation of SCM effectiveness and support applied research on cost, performance, and innovative technologies.
Maintain and update the NCDOT Stormwater Control Toolbox and evaluate new products for inclusion.
Provide technical training and guidance on retrofits, stormwater management planning (SMP), and regulatory compliance to NCDOT staff, consultants, and agencies.
Support interagency coordination with DEQ for the Post-Construction Stormwater Program and mentor junior engineers in stormwater design and delivery. Knowledge, Skills and Abilities / Competencies Applicants must submit an application that clearly reflects work experience that demonstrates the following: Knowledge of hydrologic, hydraulic, and environmental engineering principles, including regulatory compliance with Federal and State stormwater requirements, and proficiency in advanced modeling, GIS, and data management tools. Experience applying engineering principles to complex situations, making sound decisions, and communicating effectively through technical writing, public speaking, and coordination with external stakeholders including resource agencies and academic partners.[CS1] Experience applying management and leadership skills to guide, train, evaluate, and supervise professional staff, including organizing resources to meet program goals and ensuring continuous staff development. Knowledge and proficiency in evaluating program effectiveness through data interpretation, performance metrics, and technical reviews to support operational and strategic decision-making. Knowledge of the organization, functions, and policies of the Department of Transportation, including familiarity with

AASHTO, FHWA, NCHRP, TRB

resources, and experience with administrative systems such as SAP.

Additional Expectations:

Candidate must possess good oral and written communication skills and can work well within a group setting with limited supervision. Considerable knowledge and understanding of concepts, practices, and theories used in hydrology and hydraulics and the ability to use it in practice. Ability to provide consultation to clients or others related to drainage studies and complex hydraulic design situations. Ability to develop and/or create informational products; manage hydraulic design projects; plan, develop and implement short-term strategies. Minimum Education and Experience Requirements Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.

Necessary Special Qualification:

May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
