Job Responsibilities
Serves as the Compliance Manager for the SCARNG Environmental Management Program. Plans, directs, and provides management oversight of the compliance section for over 85 facilities of the SCARNG including McCrady and Clarks Hill Training Sites and Army facilities located on the McEntire Joint National Guard Base. Provide technical assistance as qualified expert in environmental compliance areas to include Environmental Source to Track, Analyze & Review Requirements (E-STARR), Hazardous Waste (RCRA), Clean Water Act (CWA), NPDES permits and Spill Prevention Control and Countermeasure Plans (SPCCP), Clean Air Act (CAA) requirements. This position serves as the agency point of contact to federal, state and regulators on compliance issues. Provides technical input to SCDHEC concerning regulations affecting military installations and ensures agency facilities statewide comply with all federal, state, and local laws as well as Executive Orders. Department of Defense, Army and National Guard regulations.
Minimum and Additional Requirements
A Bachelor’s degree in natural or physical sciences, mathematics, public health, engineering or related field. At least five (5) years of experience in environmental health programs. Knowledge and ability to certify hazardous waste for transportation (DoD).
Preferred Qualifications
At least 6 years in environmental compliance experience and management of hazardous waste disposal and accountability at a large agency or industry. Knowledge of local, state, and federal laws, regulations, and policies related to hazardous waste disposal and storage. Knowledgeable in DOT regulations for transport of hazardous materials and waste. At least three (3) years of management and/or supervisory experience. At least ten (10) years of experience in environmental health programs. Knowledge and experience with the National Guard WASTE software program. Certified as and A/B Underground Storage Tank (UST) Operator in South Carolina. Experience in hazardous waste turn-in through Defense Logistics Agency (DLA)

• Disposition Services.

Additional knowledge of ARMY/DoD environmental programs is preferred.
Additional Comments
Knowledge of State and Federal laws and regulations related to the use, disposal, storage and Transportation of hazardous materials and wastes (RCRA/DOT). Knowledge of Federal and State laws and regulations related to Clean Water Act, Clean Air Act, Safe Drinking Water Act, and Used Oil regulations. Employee must possess and maintain a valid state driver’s license. Individual must demonstrate strong written and verbal skills.
